This is a sources sought notice for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Lynn.Pettit@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition.
The intended contract period is one-year base period plus (4) four one-year option periods.
Potential contractors shall provide, at a minimum, the following:
1) Company name, address, point of contact, phone number, e-mail address, and DUNS.
2) Is your firm eligible for participation in one of the following small business programs? If so, please indicate the program. Anticipated North American Industry Classification System (NAICS) code is 511210, small business size standard $38.5 Million.

3) Provide a brief capability statement (Max 2 pages) with enough information to determine if your company can meet the requirement. The capabilities statement for this sources sought is not expected to be a Request for Quotation, Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company s ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation.
Statement of Work
Delivery, installation and onsite training for web-based medical staff scheduling software subscription for the VA North Texas Health Care System, Emergency Department, Medicine Service, 4500 South Lancaster Rd. Dallas, TX 75216.

Web-based Medical Staff Scheduling Software subscription for Emergency Department shall provide the following:

Flexible Emergency Department focused web-based application that allows for shift customization of multiple schedules by day of the week.
Labor force analytics which enable VA to track labor costs per pay period, shifts per employee and compare the distribution of shifts between employees and differentiate between the as published vs. as worked schedule.
Automatic scheduling of up to 14 different shifts, 100 personnel, on 3 separate schedules, (Nursing, Fast Track & Main ED), based on employee availability/preference, certification/expertise/position (RN, NA, TECH, MD/DO, resident & NP/PA), and customized shifts.
Able to differentiate and coordinate the scheduling of locums, moonlighters, full time staff, attendings, residents, midlevels, nurses, techs, and nursing assistants.
Cloud-based, accessible from PC/Mac and mobile devices to include both IOS and Android based devices.
Automated email and text notification to workers for schedule change alerts and shift reminders.
Automated custom error detection to prevent such things as double booking, shift conflict, consecutive shift assignment, and overtime work.
Capture and store shift changes with analytics to support comparison of as scheduled vs. as worked.
Secure data and text messaging from mobile device or web.

No solicitation is currently published, pending, or available. If a solicitation is issued, it will be issued at a later date. The Government is not obligated, nor shall it pay for any information received from potential sources as a result of this Sources Sought Notice.
