The NAVSUP Fleet Logistics Center (FLC) Norfolk Philadelphia Office intends to solicit on an unrestricted, full and open competitive basis, for Logistic and Management Support Services on behalf of NAVSUP Weapons System Support (WSS) Philadelphia, PA.

This requirement is a follow-on effort to existing contract N00189-16-D-Z004 with General Dynamics Information Technology (GDIT).

The resultant contract shall be a cost plus fixed fee (CPFF), Indefinite Delivery, Indefinite Quantity (IDIQ), type contract with CPFF and firm-fixed price (FFP) ordering provisions. The contract will not have any options and instead will have one ordering period from 13 March 2020 to 12 March 2025.

Tasking will include: security cooperation, security assistance, and foreign military sales technical and program/project management support services to NAVSUP WSS and applicable customers of NAVSAP WSS in areas such as: project management, financial and logistical analysis and management, international training and education, special programs, and information technology services and consulting, cooperative programs, protection of key technologies, facilitating release authority for transferable technologies, and the management of foreign military sales, leases, grants of defense articles and services.

The applicable North American Industry Classification System (NAICS) code is 541614 and the small business size standard is $15M.
Upon its release, the solicitation (N0018919RZ091) and any/all amendments will be made available electronically at https://www.neco.navy.mil. A hard copy of the solicitation will not be made available.

Offerors shall be required to submit both price and non-price proposals. All responsible sources may submit a proposal which shall be considered by the NAVSUP FLC Norfolk Philadelphia Office. Offerors must be registered in the System for Award Management (SAM) database to be considered for award. See https://www.sam.gov for further information and instructions. There is no fee associated with registering your company in SAM.

The solicitation is expected to be released within 90 days of this posting.
The closing date for receipt of proposals will be established in the solicitation. Interested parties are responsible for monitoring NECO @ https://www.neco.navy.mil for the posting of the solicitation and any amendments to the solicitation that may be released.
