The Federal Bureau of Investigation (FBI) intends to solicit a Regional Multiple Award Construction Contract (RMACC) to perform various construction projects at FBI locations throughout the United States (U.S.) and at locations Outside the Continental United States (OCONUS). The estimated value of this acquisition for the base period, including all options is $2,000,000,000.00. Additionally, the estimated value of each Task Order is anticipated to be between $750,000 - $75 million. This acquisition will result in up to five (5) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts per region and/or pool. Each contract will be for one base year with four one year option periods with a maximum duration of sixty (60) months or when the RMACC reaches a combined maximum value of $2,000,000,000.00. The Request for Proposal (RFP) will be issued as an unrestricted competitive acquisition in accordance with FAR 6.1, Full and Open Competition with a partial Small Business Set-Aside. The NAICS code for this procurement is 236220 and the size standard is $36,500,000.00.
The Contract will provide for the award of individual orders defined as "Task Orders" for the accomplishment of various construction projects for the Federal Bureau of Investigation's facilities related activities. Task orders will be awarded by this Contract based on competition considering such factors, but not limited to, past performance, safety and relevant experience. Projects may be based on either the design-build, modified design build, design-bid-build delivery or early contractor involvement (ECI) methods. It is anticipated that the majority of work will be of the design-build delivery method located within the Huntsville, AL area; however, the period and place of performance will be indicated on each Task Order.
This acquisition will be procured utilizing competitive negotiated formal source selection procedures set forth in FAR Part 15 and FAR Subpar 36.3 for the two-phase design/build process. The solicitation will require the submission of technical and price proposals by the Offerors. Phase One will consist of Past Performance, Management Approach, Security & Organizational Conflict of Interest (OCI). The result of the Phase One evaluation will identify a shortlist of the most highly qualified firms that will be invited to submit proposals under Phase Two of the procurement process. In Phase Two, the invited firms will submit proposals for a seed project in their respective region and/or pool. The specific projects will be identified in Phase Two of this solicitation; however, the seed project for Region 1- Unrestricted, will be located in Huntsville AL on the Redstone Arsenal. The seed project for Region 2- Pool A- SB set-aside for the National Capital Region/Quantico/CJIS, may be located in Clarksburg, WVa; the seed project for Region 2 Pool B- SB set-aside for Redstone Arsenal will be located on Redstone Arsenal and the seed project for Region 3- SB Set-aside for OCONUS work will be identified only to those offerors who are selected to move into Phase Two. As a result of Phase Two, a Task Order/Contract will be awarded to the responsible offeror, whose offer conforming to the solicitation is most advantageous to the Government, price and other factors considered based on a best value analysis for each region and/or pool. Of the remaining Offerors in Phase Two, up to four (4) more, per region and/or pool, will receive MAC IDIQ awards. Performance and payment bonds will be required for the seed project.

In accordance with the provisions of FAR 52.204-7, SYSTEM FOR AWARD MANAGMENT, Offerors shall be registered in the System for Award Management (SAM) database. If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered offeror.
