SOURCES SOUGHT - THIS REQUEST FOR INFORMATION (RFI) IS RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10, MARKET RESEARCH. This is not a Request for Proposal (RFP), and nothing shall be construed herein or through the RFI process to commit or obligate to further action as a result of this RFI. Mission Support and Test Services, LLC (MSTS) is seeking Architect & Engineer (A&E) services support to MSTS (CONTRACTOR) in accordance with Task Orders (TOs) issued during such period and at such times and locations as specified.


Performance Requirements:


The Subcontractor shall provide Architect-Engineer (AE) design services that consist of, but not limited to, mechanical, electrical, civil, structural, electronics, communications, fire protection, fire alarm, architectural, mining, urban/campus planning, ergonomic/interior, and instrument and controls designs.


These AE design services shall provide support to the Facility & Infrastructure Engineering Division of the Operations &Infrastructure Directorate of Mission Support and Test Services (MSTS)(Contractor). MSTS requires AE services to support non-nuclear design activities at the Nevada National Security Site (NNSS) (actual work locations may be up to 100 miles north of Las Vegas), and North Las Vegas (NLV) facility. The required support consists of, but is not limited to, modifications of existing facilities, utilities, new facilities, new infrastructure, creation/modification of 3D models, and maintenance support.


Typical scopes of work include providing design engineering where drawings, calculation, specifications, or other engineering output documents are created to support construction and maintenance activities. Subcontractor assistance shall be required in support of the design and modifications of the non-nuclear facilities at the NNSS systems which include, but not limited to building, campus, water, sewer, power, communications, and road systems.


To be considered a potential source, interested parties must demonstrate:


The ability to respond to site walks within as little as 24 hours of requests. The preference is for local sources or have business resources in Las Vegas. Business resources is defined as a physical business presence, business teaming arrangements or partnerships that have a physical business presence, business satellite offices, business remote company representatives performing work or representing the company, etc. Small Businesses may have to establish partnerships to cover the spectrum.


REQUIRED QUALIFICATION CRITERIA:


I. General Requirements


1. SUBCONTRACTOR shall be professionally engaged in the practice of architecture and/or engineering with appropriate registered professionals with the experience to provide the services.


II. Design Engineering - Examples of tasks may include, but are not limited to the following:


1. Preparation of design drawings, specifications, calculations, and other design documents required for existing facility modifications or new facility or infrastructure construction. A&E shall be responsible for verification of all dimensions, measurements, regulatory criteria, and equipment.


2. Site investigations, facility evaluations, analyses of structures/systems, as-built of existing systems and components, identification of known hazardous/contaminated material, reports to support the design and installation of modifications to existing facilities.


3. Evaluations and analysis of the power, water, roadways, and communications infrastructure systems; reports to support the design and installation of modifications and upgrades to these infrastructure systems.


4. Development of requirements documents, design criteria documents, 3D models, as-built drawings, and final reports for modifications and upgrades to existing/new site facilities and infrastructure.


5. Independent reviews, analyses, assessments, and technical support.


6. Verification, validation, and operation of computational software that is utilized in support of all final design work.


III. Company Experience/Past Performance: An interested SUBCONTRACTOR shall have a minimum of five (5) years of experience and shall demonstrate company experience in the areas of mechanical, electrical, civil, structural, electronics, communications, fire protection, fire alarm, architectural, mining, urban/campus planning, ergonomic/interior, and instrument and controls designs. Provide number of years the company has been in business and similar projects current and within the past five (5) years. Past Performance information shall include project description, owner, role on the project and dollar magnitude.


IV. Key Personnel
SUBCONTRACTOR shall demonstrate that they have the appropriate registered professionals to perform the work.


REQUESTED INFORMATION - Suppliers who believe they possess the necessary experience and expertise should respond by indicating their interest and providing sufficient information to demonstrate a capability to provide these services.


RESPONSES - Responses to this notice shall be submitted electronically to BuffLL@nv.doe.gov. Responses shall not exceed 10 pages and shall not contain any brochures, advertising or any other type of extraneous, graphic literature or documents that have not been requested and are not relevant or essential in demonstrating the company's ability to provide the required services.
