The Nez Perce-Clearwater National Forests obliterates roads to reduce erosion and landslide risks; protect and restore water quality, watershed function and condition; and improve soil productivity. This contract includes road obliteration and related work in compliance with its terms, specifications, and provisions. This includes furnishing labor, equipment, supervision, transportation, operating supplies, and incidentals.

The Washington Creek Road Obliteration project consists of obliterating approximately 15.4 miles of road in the Washington, Tumble, and Lodge Creek watersheds using Roadway Obliteration Method I (recontour) and placing 5.4 miles of road into long-term storage using Roadway Obliteration Method II (outslope). Treatments include drainage structure removal, decompaction, recontouring, strong outsloping and seeding of disturbed areas. All fill material and culverts in stream channel crossings and dry swales will be removed. Stream channels will be restored to natural grade and dimensions and grade control structures placed. Native vegetation, slash and duff material available on site will be transplanted to the decompacted and recontoured or outsloped roadway. Project roads include segments with gradients >25%, multiple fill and cutslope failures that require reconstruction for access and deep fills. Trees greater than 20" DBH exist on some segments which may be worked around and preserved or may have to be removed for access or to excavate road fills.


The project area is located northeast of Pierce, Idaho in the Washington, Tumble, and Lodge Creek watersheds in Clearwater County. Access to project roads is by USFS Road 246. From U.S. Highway 12, head north on State Highway 11, at Greer Junction. Travel north on State Highway 11 to Headquarters, ID. At Headquarters turn right onto USFS road 246 and travel for approximately 13.0 miles to camp 60, the project area. Access to individual project roads is described on worklists and maps.  Performance deadline for the work: 10/31/2018.


The project pre-solicitation was originally posted to the USFS East Side Acquisition Team FBO location on May 24, 2017 by mistake. Original solicitation number: AG-02RC-S-17-0097 had to be changed to AG-02RC-S-17-0144 to correct the error.


Full solicitation was issued on 6/21/2017.  Contractors need to review Attachment 1, pages 27-31 closely for instructions regarding quotation preparation.  In addition, contractors should review the solicitation and all attachments thoroughly.  Although the nature of the work being solicited is unchanged, the format of the solicitation is quite different.

Contractors are also urged to view the site of work prior to quote submission.  This is a complex project with lots of steep slopes and road failures.

Amended on 6/30/17 to add seed specification and remove reference to bonding.  Response deadline is not extended.  Quoters shall acknowledge this material amendment.
