This is a Combined Synopsis/Solicitation issued under FAR 13.5 Simplified Procedures for Certain Commercial Items
Scope: The enclosed RFQ is to provide support for the Federal Energy Regulatory Commission (FERC) for fulfilling the requirements contained in the FERC Audit Documentation Software Statement of Work (SOW) dated March 8, 2018 (Attachment A). The Government is issuing a solicitation under The Government will conduct this acquisition in accordance with FAR 13.5. Interested parties should submit their proposal in accordance with the following instructions.
Offerors are required to submit both a written Technical Proposal and Price Proposal to Government officials for the purposes of acquiring Audit Documentation Software and services from the Contractor(s) that is fully cognizant of the scope of this requirement and has the capability to complete all requirements described in the solicitation
A proposal may be deemed non-responsive if the guidelines in this instruction are not followed and/or if any of the required information is not provided. If a proposal is determined to be non-responsive, it will not be considered further and the Offeror will be so notified. However, the Government does reserve the right to waive minor discrepancies.
Offerors are advised that the FERC has contracted individual technical and management consultants/advisors to support the evaluation process under this solicitation from Centeva, LLC.
This assistance shall be limited to an advisory role. These outside Contractors will have access to any and all information contained in the Offeror s proposals, and will be subject to appropriate conflict of interest, standards of conduct, and confidentiality restrictions.
FAR 52.216-1 TYPE OF CONTRACT (APR 1984)
The Government contemplates award of a Firm Fixed Price (FFP) contract resulting from this solicitation. Only one (1) award will be made as a result of this notice.
After receipt of proposals, the Government reserves the right to clarify aspects of their proposals through an exchange process. These exchanges may also occur after initial evaluation.
PERIOD OF PERFORMANCE
The period of performance shall be for a period of (12) months from date of contract award + four 1 year options.
SOLICITATION TECHNICAL INQUIRIES AND QUESTIONS
All questions regarding the solicitation, of a contractual nature or technical nature, must be submitted in writing no later than 11:00 AM, July 24, 2018. Questions with the Government s responses will be posted to FedBizzOpps. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective Offerors.
PROPOSAL SUBMISSION
Proposals (electronic copies) must be submitted on or before the RFP closing date of 11:00 AM, August 7, 2018. Offeror s proposal MUST must be submitted via e-mail to Hye.Park@ferc.gov.
