This agency proposes to issue solicitation, SPE4A6-17-R-0351, for long-term strategic contract that will include NSNs 1440-01-331-1938 Guide, Fairing, 1440-01-458-0434 Shield, Guided Missile and 1440-01-458-2692 Fairing, Launcher. 


 A total of 3 NSNs are targeted for this contract effort. It is anticipated that 3 NSNs will be priced for the initial contract award. The proposed action is intended to be awarded on an other than full & open competition as an unrestricted procurement that may result in multiple awards. The Procurement Item Description (PID) for all three NSNs cites sole source vendor Marvin Engineering Co. Inc. CAGE 32067. The proposed contract will be for a total 5-year period of performance (Base Year plus 4 option years). Letters expressing interest in subcontracting provided to the Contracting Officer will be forwarded to the identified manufacturer.


This is proposed to be a non-commercial effort. The proposed contract will be a firm fixed price, multi-NSN Indefinite Quantity Contract (IQC) in accordance with Federal Acquisition Regulations (FAR) part 15.  NSNs 1440-01-331-1938, 1440-01-458-0434 and 1440-01-458-2692 are the items that have been identified for this current action. If other NSNs are subsequently added, as defined by the terms of the contract, they will be synopsized separately. NSN 1440-01-331-1938 is FOB origin with inspection and acceptance at destination/destination for stock locations within the Continental United States (CONUS).   NSNs 1440-01-458-0434 and 1440-01-458-2692 are FOB destination with inspection and acceptance at origin/origin for stock locations within the Continental United States (CONUS).           Higher quality level does apply to all 3 NSNs.   Unit of issue is each (EA) for all 3 NSNs. Surge and sustainment is not required for any of the NSNs.  The Estimated Annual Demand (EAD) for the base year and for the option years thereafter is 586 each for NSN 1440-01-331-1938, 96 each for NSN 1440-01-458-0434 and 42 each for NSN 1440-01-458-2692.   The guaranteed minimum quantity for the base year only is 147 each for NSN 1440-01-331-1938, 24 each for NSN 1440-01-458-0434 and 11 each for NSN 1440-01-458-2692.     The minimum delivery order quantity for the base year and option years is 147 each for NSN 1440-01-331-1938, 24 each for NSN 1440-01-458-0434 and 11 each for NSN 1440-01-458-2692.    The maximum delivery order quantity for the base year and option years is 586 each for NSN 1440-01-331-1938, 96 each for NSN 1440-01-458-0434 and 42 each for NSN 1440-01-458-2692.    The maximum annual contract for the base year and option years' quantity is 894 each for NSN 1440-01-331-1938, 147 each for NSN 1440-01-458-0434 and 66 each for NSN 1440-01-458-2692.     The requested delivery is 126 days after receipt of order (ARO) for 1440-01-331-1938, 246 days for 1440-01-458-0434 and 240 days for  1440-01-458-2692. The highest priority weapon system code for all 3 NSNs is VUN with an end item of Aircraft Hornet F/A-18. This solicitation is being issued under the First Destination Transportation (FDT) program for NSN 1440-01-331-1938 only. For FDT program transportation requirements, see DLAD clause 52.247-9059 F.O.B. Origin, government Arranged Transportation and 52.247-9058, First Destination Transportation (FDT) Program-Shipments Originating Outside the contiguous United States (OCONUS).  Additional information about FDT can be found on the FDT website (http://www.dla.mil/FDTPI/). The solicitation will be posted on or around March 2, 2017 with a closing date of April 3, 2017. Performance Information Retrieval System-Statistical Reporting (PPIRS-SR) applies.   Final contract award decision may be based upon Price, Past Performance, and other Evaluation factors as described in the solicitation.  A copy will be available via DLA Internet Bid Board System at https://www.dibbs.bsm.dla.mil.
