Statement of Work Courier Service

Period of performance is October 1, 2019 through September 30, 2020 & additional option years
The Contractor shall pick-up and deliver, on each Federal workday, interoffice mail between actual mailrooms and rooms designated as mailrooms within multiple IRS business units located in the Boston, MA vicinity.
The Contractor shall service the following locations:

Note IO Causeway Street does not have a mailroom. Mail shall be delivered to the following two business units: Office of Appeals Chief Counsel

The courier shall conduct mail exchanges amongst the designated locations, including the Post Office mentioned below. Mail to be picked up and delivered may include envelopes, and/or boxes of casework. The quantity of boxes to be picked up and delivered on an average day is estimated to be I or 2 boxes, with an average weight of between IO to 15 pounds. There will occasionally be a need to handle boxes greater than 15 pounds. There is a need to occasionally ship up to IO boxes on an as-needed basis.
The courier shall pickup certified mail, certified return receipt mail, registered mail and certified lists and mail at the Boston JFK Mail Room. Deliver to the Post Office at 25 New Chardon Street, Boston, MA. The Post Office will date stamp certified lists and return receipts. The return receipts shall be returned to the Boston JFK Mail Room before mailroom closure at 4 PM.
The courier shall begin each Federal workday at the Boston JFK Mail Room, and shall arrive between I:30 PM - 2 PM. The courier shall pickup certified mail, certified return receipt mail, registered mail and certified lists and interoffice mail at the Boston JFK Mail Room. If there is priority mail, the courier shall go to IO Causeway St., Boston MA. If there is no priority mail, the courier shall proceed to One Montvale Ave., Stoneham, MA. This allows the courier to avoid heavy traffic in the evening. The courier then travels to the IRS business units located at IO Causeway Street. The courier then proceeds to the Post Office at 25 New Chardon Street in Boston. The Post Office will date stamp certified lists and return receipts. The return receipts shall be returned to the Boston JFK Mail Room before mailroom closure at 4 PM. The final destination of the Federal workday is to returned to the Boston JFK Mail Room to deliver priority mail and return receipts as well as any interoffice mail.
Note that the l O Causeway St location may require priority delivery on an as-needed basis. As a result, this may impact regular designated courier routes.
Courier service type contracts constitute access to Sensitive But Unclassified information and so, ensure appropriate security clauses requiring contractor and subcontractor personnel to successfully completed an appropriate background investigation are included in these contracts.
