implement CEDARS Data Warehouse and Reporting functionality
The purpose of this RFP and any resulting contract award is to solicit proposals for implementing the Data
Warehouse and Reporting functionality of the Common Education Data Analysis and Reporting System
(CEDARS) for the North Carolina Department of Public Instruction (NCDPI). This RFP is a large portion
of the NCDPI multi-stage effort to create a secure, quality-controlled State data repository that will be used
by state, local, and federal policy makers and service providers to analyze relationships between various
educational factors and student performance over time.
The entire implementation is targeted for completion by July 30, 2010. CEDARS will be implemented
through the construction of the data warehouse functionality and EDEN submissions (hereafter called
CEDARS Data Warehouse) and the construction of ten high priority DPI reports (hereafter called
CEDARS Reporting). The CEDARS Data Warehouse shall be completed within 12 months of the
initiation of the work. The implementation of CEDARS Reporting should begin as CEDARS Data
Warehouse is being completed, ultimately satisfying the July 30, 2010 deadline.
