eTOLD Software License and Maintenance Support
Naval Air Systems Command (NAVAIR) intends to award a Firm Fixed Price (FFP) Delivery Order (DO) under Basic Order Agreement (BOA) N68335-16-G-0008 to Teledyne Controls, LLC, El Segundo, CA, to procure Android eTOLD software licenses and maintenance.
Teledyne Controls, LLC is the original equipment manufacturer of the eTOLD software licenses and maintenance and as such is the only source with the requisite knowledge, experience, and data necessary to provide the software licenses and maintenance in the most cost effective and timely manner. The eTOLD software licenses and maintenance will ensure that the software remains current with hardware in the existing fleet, technical support calls, and ensuring that the app remains up-to-date with the most current aircraft performance data. This software is deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government does not own the technical data necessary to fulfill this requirement.
THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement.
