The purpose of this amendment is to provide revised versions of the FENS Cost/Price Proposal Bid Model (SIR Attachment L-2a) and the FENS Cost/Price Proposal Bid Model User Instructions (SIR Attachment L-2b). The files are updates to the versions released by the FAA on June 30, 2019. Comments and questions regarding this information may be submitted to the FENS Contracting Officer, Dennis L. Scanlon, via e-mail at FENSInfo@faa.gov no later than September 20, 2019.
This announcement is to inform interested parties that the Federal Aviation Administration (FAA), FAA Enterprise Network Services (FENS) program will hold a technical interchange meeting to discuss the Draft SIR3 Cost/Price Proposal Bid Model required for use when submitting FENS Cost/Price Proposals. The FAA is conducting this event to provide additional information to facilitate Offerors development of their Cost/Price proposals when responding to the FENS Final Screening Information Request (SIR) intended for release by the FAA on or before October 31, 2019.

The FAA intends this FENS meeting for ONLY those vendors who intend to be FENS prime offerors, their teammates, and their subcontractors. Space is limited to no more than five attendees per potential prime vendor. The FAA does not anticipate further one-on-one meetings with vendors on this subject. The FAA at its sole discretion may deny any application to attend this meeting for any reason.
The potential prime offeror must identify the five attendees selected on behalf of their team and RSVP the Contracting Officer, Dennis L. Scanlon via email at 9-AJW-FENSInfo@faa.gov with the following information:
b" Business name and address, and
b" Name, title, e-mail address, and phone of each company attendee.
b" Whether the proposed attendee is a United States citizen.
All information shared by the FAA during this meeting is subject to change and is not official until release of the Final SIR. The FAA will not accept questions or topics by telephone. So far as feasible, the FAA will make its presentation available to attendees after this meeting. This announcement is an FAA Market Research activity and is not a SIR or Request for Offer (RFO). The FAA may use information received in response to this Market Research to inform its ongoing FENS acquisition process, including requirements definition. The FAA is not seeking nor accepting unsolicited proposals. Furthermore, the FAA will not pay for any information received nor costs incurred to prepare any response or other participation in this meeting and any costs associated therewith are solely at the participantbs expense.
