Zona Technology Software Renewals
NASA Armstrong Flight Research Center (NASA/AFRC) intends to solicit and award a sole source contract under the authority FAR 13.106-1(b)(1)(i) "Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available" to ZONA Technology, Inc. Scottsdale, AZ, for software license renewals ZAERO III, ASE Option, and Trim Option.
Justification is based upon the following facts: 1. ZONA Technology Inc. developed and owns the exclusive proprietary software code for this product and is the only vendor qualified to provide the software and technical support. 2. There are no other products available that perform the same function as the ZONA Technology software. In addition, time constraints and extensive costs for the replacement of this software would jeopardize mission schedules. 3. Market research was conducted and it has been determined that this is a sole source requirement. These reasons justify procuring the required services exclusively from ZONA Technology, Inc.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 19, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
