THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE.  THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED.  THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13.

      

This solicitation is a Request for Quotation (RFQ).  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-04, dated August 7, 2019.

 

The associated North American Industrial Classification System (NAICS) code for this requirement is 423410 with a small business size standard of 200 employees.   

 

THIS ACQUISITION IS BEING COMPETED AS A TOTAL SMALL BUSINESS SET ASIDE. 

 

The Intelligent Systems Division (ISD) of the National Institute of Standards and Technology (NIST), Perception Performance of Robotic Systems project is tasked with evaluating and developing metrics and test methods for different 3D perception systems (3D vision systems) used for robot guidance.  Structured light systems constitute a large part of these systems and the project is seeking to acquire a Zivid One+ Small Model 3D sensor, which is a very popular 3D sensor that is being used extensively in robotic manufacturing applications. The Zivid One+ Small Model will be used to design and validate new tests that exercise some of its unique characteristics. These tests can also be used to evaluate the performance of other similar 3D sensors. The Zivid One+ Small Model (which is sold by multiple vendors) is the only 3D sensor that meets all of the salient characteristics listed below simultaneously. See the Schedule of Required Items below.

 

Schedule of Required Items

 

The contractor shall provide the items described in the following Contract Line Item Numbers (CLINs).  The minimal technical requirements are listed below:

Quantity: 1

 


Structured light system.
Sensor size: Less than or equal to 250 mm x 200 mm x 100 mm
Sensor weight: Less than or equal to 2 kg
Can be mounted on a robot arm
Min measurement range: Less than or equal to 0.3 m
Max measurement range: Greater than or equal to 1 m
Measurement speed: Greater than 10 Hz
Measurement resolution/accuracy: Less than or equal to 0.2 mm
Warranty:  Standard manufacturer’s warranty to include service and repair by manufacturer for defects, workmanship faults, or loss of functional operation stemming from normal use and operation.
Technical Support: Standard manufacturer’s technical support period

 

Inspection, Acceptance & Testing Criteria

 

NIST will inspect and test the equipment in the lab for a period of 30 calendar days after delivery to ensure that the manufacturer’s specifications have been met and that the equipment is functioning correctly before official receipt acceptance.

 

Delivery Terms

 

Delivery terms shall be FOB Destination, within six (6) weeks after receipt of award.  Shipping costs shall be included in the total firm fixed price proposed by the offeror.

Technical Evaluation Criteria

 

Award shall be made to the firm that provides the lowest priced, technically acceptable quote.  Technical acceptability means that the quote complies with all requirements detailed in the Schedule of Required Items, and otherwise complies with other solicitation requirements.  The Government will evaluate the offeror’s quote and award to the lowest priced, technically acceptable offeror.

 

Quotation Submission Instructions

 

All offerors shall submit the following to Karen Armstrong, Contract Specialist at karen.armstrong@nist.gov: 1) An electronic version of a quotation which addresses all of the above items; 2) Technical description, specifications, and/or product literature.

 

The technical quotation shall clearly demonstrate compliance with the Schedule of Required Items.  The offeror shall clearly demonstrate that each minimum spec is met. The offeror must demonstrate that they are authorized to sell the proposed product. The offeror shall propose a single firm-fixed price for the product (s) quoted, including shipping costs.  Offeror shall provide additional information as necessary to show the break-down of the proposed pricing.

 

The Government intends to award one Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein.  In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows:

Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC).  If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price.  However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

NIST LOCAL CLAUSES

-53 Contract Performance During Changes in NIST Operating Status

Unless otherwise stated in the contract terms and conditions, normal days of business operation are Monday through Friday, excluding Federal Holidays. However, throughout the contract period of performance, there may be circumstances beyond the control of the U.S. Department of Commerce, National Institute of Standards and Technology (NIST), that will impact normal days of business operation, such as inclement weather, power outages, etc. In circumstances such as these, the Contractor must call the appropriate NIST campus status line to verify the operating status:

During a lapse in appropriation, access to Government facilities and resources, including equipment and systems, will be limited to excepted personnel for both Federal employees and Contractor personnel. If performance of the contract is onsite and/or requires Government interaction, unless you have been, or are notified that you are to work under an excepted status, you will automatically enter a temporary work stoppage. The work stoppage shall remain in effect until the lapse is resolved and notification is provided via the NIST website at https://www.nist.gov/ and/or the NIST operating status lines. Additionally, Contractors are encouraged to monitor public broadcasts or the Office of Personnel Management’s website at www.opm.gov for the Federal Government operating status.

 

NIST will provide notification to all contractors that are determined to have excepted status. All excepted contractors are required to continue performance and communicate with the appointed Contracting Officer’s Representative (COR) for further guidance, or NIST Contracting Officer if a COR is not appointed.

 

Contractors with supply or service contracts that are fully funded at the time of contract award and do not require access to Government facilities, resources, or active administration by Government personnel in a manner that would cause the government to incur additional obligations during the lapse in appropriation may continue performance.

NIST requires that Invoice/Voucher submissions are sent electronically via email to INVOICE@NIST.GOV.

Each Invoice or Voucher submitted shall include the following:

(1) Contract number;

(2) Contractor name and address;

(3) Unique entity identifier (see www.sam.gov for the designated entity for establishing unique entity identifiers);

(4) Date of invoice;

(5) Invoice number;

(6) Amount of invoice and cumulative amount invoiced to-date;

(7) Contract Line Item Number (CLIN);

(8) Description, quantity, unit of measure, unit price, and extended price of supplies/services delivered;

(9) Prompt payment discount terms, if offered; and

(10) Any other information or documentation required by the contract.
