The Naval Medical Research Unit No. 6 (NAMRU-6) is looking for capable sources for a study in the region of Vitoria, Brazil with a large trajectory of research in infectious and tropical diseases, mainly in viruses, for a collaborative research effort to execute the study entitled: "The profile of immunity, viremia and the presence of virus in different clinical species in Zika infection". The aim of the study is to characterize the duration and titer of ZIKV in blood, saliva, urine, and semen, by establishing a cohort of participants with ZIKV confirmed by RT-PCR and performing a follow-up until the different fluids are negatives. The prevalence of ZIKV infection will also be determined in asymptomatic or oligosymptomatic close contacts of confirmed ZIKV infection subjects through cluster investigations. This acquisition requires the research project to establish a cohort of participants with ZIKV confirmed by RT-PCR and perform follow-up; perform cluster investigations in close contacts of confirmed ZIKV infection subjects; obtain institutional and local IRB approval; recruit and train personnel for performing the study; obtain the minimum number of samples within a defined time frame; perform real-time RT-PCR for Zika and/or other arborviruses using a CDC approved PCR test; provide test results to NAMRU-6 on a monthly basis.

If capable sources are not identified through this notice, then NAMRU 6 intends to award a sole source contract under the authority of 13.106-1(b)(i) to Nucleo de Doencas Infecciosas (NDI).


NDI has been participative in the study since the protocol was written, and due to authorship and intellectual rights is an integral part of this research study. NDI has a large trajectory of research in infectious and tropical diseases, mainly in viruses.


This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
