Background:


The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing a two (2) ZYA grade Highly oriented pyrolytic graphite (HOPG) crystals and four (4) ZYB crystals. NIST's Physical Measurements Laboratory (PML) intends to use this in building a double monochromator assembly to image strain in large metallic specimens and for energy resolved tomography to nondestructively determine mineralogy in high value, bulk geological specimens (fossils, meteors, moon rocks, etc.). To achieve the resolution required for strain, and to fully image large objects requires large area, monolithic, low mosaic spread crystals. Highly oriented pyrolytic graphite (HOPG) is the only material that will be considered.


After market research results are obtained and analyzed, minimum requirements specifications for the two (2) ZYA grade HOPG crystals and four (4) ZYB crystals be established. NIST may use these established specifications in conducting a competitive procurement and subsequently award a Purchase Order in the future. If a minimum of two (2) qualified small businesses are identified during market research stage, then any resulting competitive procurement may be considered for a small business set-aside.


Requirements:


NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334419, as those domestic sources with 750 employees or less. Please include your company's size classification and socio-economic status in any response to this notice.


Product Requirements:
Multiple crystals will not be considered to span the required volume, only monolithic crystals will be considered. The Contractor shall provide the following HOPG crystals that meet the following minimum specifications and quantities:
1. Quantity of two (2) HOPG crystal with full width half maximum of the crystal mosaic in the range 0.4 degrees to 0.5 degrees (ZYA grade). Dimension of the crystal is 5 cm x 5 cm x 0.2 cm. Acceptable tolerance on the dimensions are +/-0.03 cm.
2. Quantity of four (4) HOPG crystal with full width half maximum of the crystal mosaic in the range 0.6 degrees to 1.0 degrees (ZYB grade). Dimension of the crystal is 7 cm x 5 cm x 0.3 cm. Acceptable tolerance on the dimensions are +/-0.03 cm. Quantity 4


Instruction to Responders:
Companies that are capable of providing the se two (2) ZYA grade HOPG crystals and four (4) ZYB crystals are requested to email a detailed report describing their abilities to tracy.bisson@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice:


1.    Name of the company(s) that offer the required supply. In addition, provide a point of contact for the company(s).


2.    Indication of number of days, after receipt of order that is typical for delivery.


3.    Interested vendors shall address their capability of providing Original Equipment Manufacturer (OEM) parts.


4.    Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
