This Sources Sought Announcement is to assist the CCDC-Soldier Center to identify potential sources to provide a vacuum- and heat-compatible XYZ-motion stage. The XYZ-motion stage will be used within the RICHVCC (Radiative Infrared Cooling and Heating Vacuum Chamber Capability) and must allow sufficient motion for characterizing multiple larger textile-like samples, over a large range of motion and at both high and cold temperatures.

a) General Specifications:
i) In order to provide the government with unique capability for the analysis of radiative-only thermal transfer, without conduction or convection, and IR imaging, a 24" X 24" X 24" vacuum chamber will require the ability to mount film and/or textile samples onto a stage which can be moved in the X, Y, and Z directions inside the vacuum chamber to allow for inter- and intra- sample positioning. The XYZ stage must operate within the vacuum chamber continuously for up to 24 hrs at a time at a minimum pressure of 1e-7 Torr and temperature range from -20 to + 50C, preferably larger.


b) Specific Specifications:
i) All stages must operate within a vacuum chamber measuring 24" by 24" by 24" under the following conditions:
(1) Internal chamber temperatures ranging from -20 to +50 C, preferably larger.
(2) Chamber pressures at or below 1e-7 Torr.
ii) 1) Either a single planar stage with translational movement in both X and Y axis, or 2) two linear translational stages stacked and mounted orthogonally which will allow for a combination of X and Y motion should be provided
iii) The range of motion in X direction must be 12 inches.
iv) The range of motion in Y direction must be 12 inches.
v) The X and Y will be controlled electronically via a computer interface.
vi) The range of motion in the Z direction must be at least 24 inches.
(1) The X and Y stages will be mounted on a Z stage which will have a 24 inch range of travel.
vii) The Z stage will be controlled electronically via a computer interface and be capable of lifting roughly 20lbs of weight, preferably more.
viii) A ~12" by 12" platform will hold the samples. This platform will be mounted onto the X, Y, and Z stage.


i) System testing and validation


(1) Documentation of a system test showing the operation of the XYZ stage with full range of motion along each of its respective axis (i.e. 0-12" in X, 0-12" in Y, and 0-24" in Z) while inside a 24" by 24" by 24" vacuum chamber at a pressure of 1.e-7 Torr and at temperatures of -20, 0, 25, and 50C.


Deliverables: Complete XYZ stage capable of 12" of X and Y linear motion and Z motion range of 24" while operating at a pressure of 1e-7 Torr or lower and at a temperature of -20, 0, 25, and 50C.


Delivery Date: The estimated delivery date will be specified by the vendor upon receipt of order.

This Sources Sought Announcement is issued solely for information and planning purposes and to identify interested sources. THIS IS NOT A SOLICITATION. No contract will be awarded from this announcement. This Sources Sought does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Army has not made a commitment to procure any of the items/services discussed, and release of this Sources Sought Announcement should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Response to this Sources Sought Announcement is voluntary and no reimbursement will be made for any costs associated with providing information in response to this and any follow-on information requests. All submissions become Government property and will not be returned.


Not responding to this Sources Sought Announcement does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Federal Business Opportunities (FedBizOps) website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject.

The U.S. Government will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the expense of the interested party.
