Combined Synopsis/Solicitation

The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Piping and Valve repairs for the NOAA Ship Okeanos Explorer


This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.


Solicitation number NMAN7200-19-01374 is issued as a request for quotation (RFQ).


The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02.


This acquisition is a total small business set-aside under NAICS code 336611, Ship building and Repair, with a business size standard of 1,250 Employees.

Vendor shall provide past experience of three jobs that are the same or similar in nature working on either 70/30 o 90/10 CUNI (Copper Nickle) piping repairs and welding on ABS Class Vessel or Government Vessel.


Vendor shall have welders who are certified by ABS, AWS or equivalent in the CUNI welding processes of TIG and MIG welding and Silver-brazing. Contractor shall have an AWS (or equivalent) Level II or Level III certified inspector. Certificates or proof of certification shall be provided in with the proposal.


1.    The Request for Quote (RFQ) number;
2.    The Name, Address, Telephone Number, and DUNS Number of the Offeror;
3.    Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration;
4.    Acknowledgment of Solicitation Amendments (SF-30), if any.
5.    Address the ability of meeting the requirements per the Specifications.


**ALL INTERESTED VENDORS MAY CONDUCT AN OPTIONAL SHIP CHECK/ SITE VISIT AT THEIR OWN EXPENSE.**


**OPTIONAL SHIP CHECK IS NOT REQUIRED** **OPTIONAL SHIP CHECK/ SITE VISIT WILL BE HELD ON 1000 on Friday August 2nd, 2019. AT THE SHIP LOCATION. (FOR SHIP LOCATION PLEASE REFER TO PLACE OF PERFORMANCE ABOVE).**

All responsible sources may submit a quotation which shall be considered by the agency. Quotes must be submitted via electronic means (e-mail) by 10:00 A.M. Eastern on August 9, 2019; any award resulting from this RFQ will be made based on the lowest price technically acceptable and must be submitted to the Contract Specialist, Christopher Baker at Christopher.Baker@noaa.gov


All questions must be submitted in writing to Christopher.Baker@noaa.gov by 5:00 P.M. Eastern on August 3, 2019. Telephonic requests will not be honored. The anticipated award date is on or about July 12, 2019.


Contractors are encouraged to register with the FedBizOpps Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis/solicitation is posted). All interested parties wishing to submit a quote (Quoters) must be registered in the SAM database to be considered for award.
