The Food and Drug Administration (FDA) proposes to award a firm-fixed-price purchase order on a sole source basis to the Institute of Medicine (IOM) of the National Academy of Sciences (NAS). The Institute of Medicine (IOM) convened public workshops on February 12 and May 12, 2014. A key work product of these workshops is a meeting summary report that will be published by IOM to the general public approximately 8-10 months following the workshops. A written summary of the meetings' proceedings is critical to ensuring progress in the important area of structured approaches to benefit-risk assessment, which is a high priority for FDA, the regulated industry, and Congress. Without this written analysis, which only IOM can provide, continued progress in advancing the agency's work and adequately addressing Sec. 905 of the FDA Safety and Innovation Act of 2012 would be negatively impacted.

This contract action is for supplies or services which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b) and 10 U.S.C. 2304(c).
