Workforce Development & Performance Specialist PSC
The Bureau of the Fiscal Service, on behalf of the United States African Development Foundation (USADF) is issuing the attached solicitation to fulfill a position for an Workforce Development & Performance Specialist PSC in their Washington DC office. The Government intends on awarding a firm-fixed priced personal service contract (PSC) to an individual for a base period of 12-months and two 12-month option periods to fulfill this requirement pursuant to FAR Part 37.104(b) and 22 USC 290h-4(a)(5) Powers of the Foundation.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued.
The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-82. FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, FAR Clause 52.212-5 --Contract Terms & Conditions required to implement statutes or executive orders -- commercial

Questions
Questions received on or before 10:00 am, EST, July 25, 2017 at purchasing@fiscal.treasury.gov, with the subject line of "Questions for RFQ-ADF-OTP-17-0003 Attn: JNYQUIST/TAYERS" will be answered as amendment to the solicitation. Questions received after the deadline may not be answered. Any questions and/or
comments received are not considered proprietary and will not be protected by the Government. Offerors are prohibited from communicating directly with USADF personnel about this procurement action.

Quotes shall be e-mailed to purchasing@fiscal.treasury.gov, with the subject line "Quotes for RFP-ADF-OTP-17-0003, attention JNYQUIST/TAYERS" and received on or before 10:00 am E.T., August 2, 2017. Late or incomplete proposals will not be considered.
