County Government's self-funded workers' compensation program has been in existence since March 1, 1980. The program operates on the County's fiscal year from October through September. Coverage is provided for all full and part time workers in accordance with Georgia law; specific excess coverage is currently in place above retention of $650,000 through Georgia Workers' Compensation statutory requirements. No volunteer firemen or police officers are acting on behalf of the County. County does have limited volunteers in some departments.
Claims adjusting services have been provided to the program by a contracted third party administrator since the inception of the self-funded program. The Human Resources Department is responsible for budgeting and monitoring the program and the office of the County Attorney and contracted outside parties provide legal support. Currently, funds for claims are transferred to the third party administrator on a weekly basis. Details of payment procedures will be determined with the successful bidder.
In keeping with the policy of business-like administration of the public monies entrusted to it, the County Government will consider proposals for administration of its self-funded workers' compensation program.
Accordingly, these specifications have been prepared for the use of interested parties in developing their proposals. Response sheets are included for use in presenting the proposal. The response sheets are mandatory; however, any other additional information may be submitted as well.
Work to be performed will include the handling of claims that are open at the time the contract is awarded.
