Sources Sought for a Design-Build (DB) Project for the design, construction, and demolition of Wing 5 at the NIST Boulder, Colorado Campus

This announcement constitutes a Sources Sought (market survey). This announcement is not a Request for Proposals, Request for Quotations, or an Invitation for Bids. This Sources Sought is a market research tool used by the acquisition team to determine potential and eligible businesses that have the capability and interest in providing the required design services and construction work described herein, prior to determining the method of acquisition. This also serves as a Request for Comments on the draft specification for the planned project.


The National Institute of Standards & Technology (NIST), Acquisition Management Division (AMD), Team E-Boulder seeks information from PRIME CONTRACTORS that are capable and interested in performing the work on a design-build (DB) construction solicitation for a demolition and construction project on the NIST Boulder, Colorado Campus site.


This Sources Sought and Request for Comments does not commit the Government to award a contract now or in the future. No solicitation for this project is currently available. Additionally, The Government is not obligated to and will not pay for any information or comments received from potential sources as a result of this Sources Sought and Request for Comments announcement. The results of this Sources Sought will be utilized to determine if any Small Business Set-aside opportunities exist for this potential requirement. All Small Business Set-aside categories will be considered. Additionally, this market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation.


The Request for Comments portion of this Sources Sought provides contractors the opportunity to make any comments, including recommendations, regarding the draft statement of work (SOW) for the potential project. Comments will be used for consideration in the development of the SOW. This is not a Request for Information. The Government will not provide a response to any questions regarding this project as a part of this Sources Sought and Request for Comments.


Project Description:
1. National Institute of Standards and Technology (NIST) Boulder Campus, the Demolition of Building 1's Wing 5, and the design and construction of the fitness facility in Building 1. This project is planned as a Design-Build (DB).


2.    Project FAAPS number: 56154


3.    Project Magnitude: Between $5,000,000 and $10,000,000.


4.    Scope of Work: This is a DB project for the design and the controlled demolition of Wing 5, a building approximately 93,000 sq. ft. of Type I and II construction consisting of cast-in-place concrete columns on caissons, supporting three floor levels and a roof level. The fitness facility will need to be moved out of Wing 5 and into a new location in Building 1. The contractor shall provide all materials, labor, transportation and equipment for the design and construction of the building including the tie-in of gas and electrical utilities. Attached is a draft of the Statement of Work.

Interested and capable PRIME CONTRACTORS are requested to electronically submit a capabilities statement of no more than ten (10) pages in length inclusive of the following information:


1.    Company name, address, telephone number and the title and name of the company point of contact.

2.    DUNS/CAGE code registered in the system for Award Management (SAM) at www.sam.gov.

3.    Indicate whether your company is a large business or a small business and indicate applicable socio-economic category of FAR 19.

4.    Company Profile description.

5.    Statement of Capability (SOC) stating your company's skills, experience knowledge and equipment to perform the specified type of work. This should include documentation of past specialized experience and technical competence in performing similar projects, up to five (5) recent and relevant past projects for which you company was the prime contractor. Recent experience is experience performed within the last five (5) years. Relevant projects include work in occupied spaces, controlled demolition protecting existing concrete or steel structure, hazardous materials abatement, and engineering design services. For each project experience, identify whether your company worked as a PRIME Contractor or a SUB-contractor on the projects. Provide a contract number, the customer organization (Government/Agency or private firm), a point of contact (POC) and current telephone number for the customer POC.

6.    Any other relevant information that is not listed above which the Government may consider in developing the service requirement and market research.

7.    Company sales brochures or marketing packages will not be considered.


Request for Comments: All comments provided in response to the Sources Sought shall be submitted electronically on the attached Request for Comments sheet. Comments will be used for consideration in the development of the SOW. This is not a Request for Information. The Government will not provide a response to any questions regarding this project as a part of this Sources Sought and Request for Comments.


A company responding to this Sources Sought which fails to provide ALL of the required information requested will not be used to assist the Government in the acquisition method decision, which is the intend of this Sources Sought.


Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. It is a market research tool being utilized to determine the availability of interested and potentially qualified contractors for determining the method of acquisition for this potential project requirement.
