Windows Program Planning System
THIS RFP IS A REISSUE OF REFERENCE NUMBER 22013624. The Illinois Department of Transportation desires to enter into an annually renewable contract with a Vendor to supply experienced personnel to augment existing staff for the rewrite of the Program Planning System in Microsoft NET technologies. The PPS System is a mainframe IMS system that inadequately supports our system integration needs, and management's growing demands for Business Intelligence information. It is the Agency's direction to migrate the system from IMS to a relational database platform. A waiver was granted to Levi, Ray and Shoup, Inc. and Capital Strategies under Section 20-50 of the Procurement Code by the Department of Central Management Services allowing Levi, Ray and Shoup, Inc. and Capital Strategies to bid on this solicitation. The waiver affirms that Levi, Ray and Shoup, Inc. and Capital Strategies did not apear to have gained any distinct advantage as a result of providing a proposal used in the development of specifications for this RFP. The work product provided to the Department by the vendors is attached.
