RESPONSE TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY FOLLOW. The General Services Administration (GSA) seeks a Provider/Offeror to:
Provide window washing services at three locations in Oregon (with additional locations contemplated):

The project contemplated would be for one 12-month period plus four 12-month option years effective in Spring 2020.
This project includes, but is not limited to, providing management supervision, labor, materials, and equipment for the efficient, effective, economical, and satisfactory performance of window washing services.
Windows shall be cleaned and free of dirt, streaks, smears and shall not be cloudy. Window sashes, sills, woodwork, and other surroundings of glass shall be wiped clean and free of drippings. Cleanings of both sides of the windows shall be coordinated to maximize cost effective operations.
Building interior high cleaning surfaces (above 70 inches) shall be cleaned and free of dust and cobwebs. This does not include the removal of vents, tiles, or fixtures to accomplish high cleaning. Where glass is present, both sides shall be clean and free of streaks.
Contractor shall notify the COR or designated person in writing of any deteriorating conditions of windows, window frames and window sills and provide recommendations for above standard cleaning and cost to remedy deteriorating conditions immediately after the conditions are noted.
Contractor shall possess all permits, licenses and professional credentials necessary to supply product and perform services as specified under this RFQ.

Interested parties should provide the following: Company Name, Company Address, Point of Contact, phone number and email address, DUNS number and capability statement for the services as stated above.
Additionally include; two customer references to which you have provided similar services, your method for commercial window washing services, your recommended frequency of window cleaning for commercial/federal buildings, strategy to mitigate hard water stain, and your company business size pursuant to the following questions: (1) Is your business large or small, (2) If small, does your firm qualify as a small, emerging business or small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act, (4) Is your firm a certified Hubzone firm? (5) Is your firm woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran Owned Small or Veteran Owned Small Business?
The Method of Award for any future solicitation is based on technical capability, past performance and price.
