Winch Loading System
This is a synopsis notice only, no solicitation will be issued. The United States Coast Guard (USCG) intends to issue one (1) firm fixed price purchase order to ADC Engineering Technology, Inc., the Original Equipment Manufacturer (OEM), CAGE 1HPJ7, for the following equipment:
Item 1 - Winch Loading System, P/N LTAF 70550-02-AD15
The Winch Loading System will be integrated with a Laser Tracker Aircraft Alignment System R-LTAA 70550 for H-60 Aircraft.
The requirement will be awarded to ADC Engineering Technology, Inc. on a basis other than full and open competition under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The North American Industry Classification System (NAICS) code is 333514 and the size standard is 500 employees. This is an unrestricted procurement and the small business set-aside has been dissolved.
Drawings or specifications are not available, and cannot be furnished by the Government.
Delivery of all items is required March 31, 2015; however, earlier deliveries are desired and acceptable if there is no additional cost to the Government.
All items shall be delivered to USCG, Aviation Logistics Center (ALC), 1664 Weeksville Rd., MRR Product Line Division, Bldg 79, Elizabeth City, NC 27909-5001. Inspection and acceptance shall be performed by the Contracting Officer's Representative at ALC.
The basis for award of an order rests with affirmative determination of responsibility, acceptable past performance, and the Contracting Officer's determination of fair and reasonable pricing.
All responsive, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Only electronically transmitted information will be considered. The Closing Date and Time for receipt of Quotes is November 05, 2014 at 3:00 pm Eastern Time.
