SOURCES SOUGHT NOTICE
This is not a request for quotes or proposals. No formal solicitation document exists at this time. VA Medical Center Wilmington, Delaware (WVAMC) has a need for nursing home services, provided onsite at the nursing facility, for eligible Veterans. This sources sought notice is issued in an attempt to determine level of interest in doing business with the VA for provision of nursing home services in a specified area. Responses to this notice will assist VA planners in determining an appropriate acquisition strategy which best meets Veterans needs.
Network Contracting Office 4 (NCO4), on behalf of the WVAMC, intends to solicit proposals from contractors (Nursing Homes) in Salem, Atlantic, and Cumberland Counties in the State of New Jersey.
The NAICS code is 623110 and the size standard is $27.5 million.
A DRAFT performance work statement describing VA requirements is attached to this notice.
As a summary of the work statement, the nursing facility ensures that care meets the health needs and promotes the maximum well-being of VA referred patients. Nursing Home care will be furnished at the nursing home facility to meet the medical, nursing, and psychosocial needs of eligible VA Beneficiaries. Physician visits, laboratory, x-ray, and other special services for VA patients will be at the same frequency as that provided to other patients at the nursing home receiving the same or comparable level of care. In addition, the care provided shall include room, meals, nursing care, and other services or supplies commensurate with the VA authorized level of care, without extra charge. The Facility must have and maintain a State Facility License, insurance, and be Medicaid and Medicare qualified.
Interested parties are requested respond to this notice no later than July 31, 2017. Please provide a copy of your nursing home license and insurance certificate. Please also indicate whether your entity is a small or large business and whether or not registered in www.sam.gov , formerly Central Contract Registration (CCR). SAM registration is free and a mandatory requirement prior to award of any government contract or agreement.

Respondents are also advised that the Government is under no obligation to acknowledge receipt of the information or provide feedback about any of the information received. After review of the responses received, the Government may issue a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. No proprietary, sensitive, confidential or classified information shall be included with your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation.
