Pursuant to FAR 12.603(a), the Contracting Officer is issuing a combined synopsis/solicitation for the acquisition of equine vaccines.

(i) This is a combined synopsis/solicitation for the acquisition of commercial items with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) Solicitation Number 140L0619Q0021. This solicitation is being issued as a Request for Quote (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02 dated June 5, 2019.

(iv) This solicitation is being issued with full and open competition. The NAICS associated with this solicitation is 325411, Medical and Botanical Manufacturing, size standard of 1,000 employees.

(v) See the attached Schedule of Supplies/Additional Information (Attachment 1).

(vi) The items to be acquired based on this combined synopsis/solicitation are equine vaccines that will be used to vaccinate wild horses and burros in accordance with Attachment 1 - Schedule of Supplies/Additional Information.

(vii) The places of delivery and acceptance locations are outlined in the attached Schedule of Supplies/Additional Information (Attachment 1). FOB Destination will apply to this acquisition.

(viii) Provision 52.212-1, Instructions to Offerors - Commercial applies to this acquisition. Potential offerors shall read and comply with all of the requirements to the attached Instructions to Offerors document (Attachment 4).

(ix) Provision 52.212-2, Evaluation - Commercial items will be used in evaluation of quotes. See Provision FAR 52.212-2 in Attachment 3 for details on evaluations.

(x) Offerors shall ensure that their Representations & Certifications are up to date in the System for Award Management (SAM) and that the NAICS Code of 325411 is listed in 52.212-3. Offerors that do not have access to SAM shall print FAR Provision 52.212-3 and complete the required entries and include with its quotation.

(xi) Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies to this acquisition, see Attachment 2.

(xii) Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Offeror shall review Attachment 2 Clauses to determine which, if any, of the additional FAR clauses cited in the clause are applicable to this acquisition.

(xiii) There are no additional contract requirement(s) or terms and conditions, other than those attached to this combined synopsis/solicitation, that apply to this acquisition.

(xiv) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.

(xv) Quotations are due no later than Wednesday July 31, 2019 @ 1400 MT. Quotations shall be submitted via electronic mail the personnel listed in section xvi.

Interested parties may submit questions relating to this solicitation. All questions must be submitted via electronic mail to the personnel listed in section xvi no later than 10 calendar days after release of solicitation.
