Whiteview Parkway Multi-use Path - Phase 2
the City is seeking sealed Qualification Proposals for Design-Build Services for the Whiteview Parkway
Multi-Use Path – Phase Two Project. The Engineer’s Estimate for this project is $762,407.00.
This is a Locally Administered American Recovery and Reinvestment Act of 2009 (ARRA) funded
project. As such, the Contractor will be required to fulfill monthly employment reporting obligations for
their own workforce as well as the workforce of all subcontractors, including Construction Contract
Compliance with Equal Opportunity (EEO), Disadvantaged Business Enterprise (DBE), and Wages in
accordance with FHWA – 1273 and Executive Order 11246.
There is no specific DBE participation goal on this project; however, FDOT has on an overall 8.18%
DBE goal it must achieve. In order to assist Proposers in determining their DBE commitment level, the
City of Palm Coast has 4.3% DBE Availability for this Project.
