SLAC National Accelerator Laboratory is operated by Stanford University for the Department of Energy. As a management and operating contractor, subcontracts awarded by the Laboratory are not Federal procurements, and are not directly subject to the Federal Acquisition Regulations in 48 CFR. Nonetheless, certain Federal laws, Executive Orders, and regulations may affect our DOE approved purchasing system, as required by statute, regulation, or contract terms and conditions.




SLAC has a requirement for a firm fixed price White Light Interferometer. The white light interferometer will be used to measure the ultrafast dispersion characteristics of optics used to support the science goals of the LCLS-II upgrade. Specifically, the white light interferometer will be used for characterization and acceptance testing of optics used at the L2S-I end stations that will be operating with ultrafast laser wavelengths from 266 to 2100 nm.


The Supplier shall fabricate, assemble, and deliver one white light interferometer in accordance with the specifications below:
(1) Quantity: 1 each White Light Interferometer
(2) Quantity: 1 each Upgrade WLI - UV Option
(3) Quantity: 1 each WLI - IR Option


Specifications
The White Light Interferometer must meet the following specifications:
• works over a wavelength range of 250 to 2100 nm
• can measure optics at an angle of incidence from zero to 70 degrees in transmission and reflection
• GDD accuracy of +/- 5 femtoseconds2 from 400 to 1100 nm
• comes with a computer and software for operating the instrument and measurement
• configured for ~110V 60Hz operation


The unit will be shipped to SLAC.


The award will be made based upon the Lowest Price Technically Acceptable basis. The evaluation factors will be as follows:


(1) Ability to Meet the Technical and Tolerances requirements set-out in the Statement of Work and all applicable documents referenced therein.
• 250 to 2100 nm wavelength range
• 0 to 70 degree angle of incidence
• GDD accuracy +/- 5 fs^2


(2) Period of Performance: 16 weeks ARO or sooner


Submittal Requirement: Vendor shall submit with their Quote either - A statement that they can meet the requirements or if vendor cannot meet the requirements, provide alternative tolerances that the vendor can meet for SLAC's review/ evaluation and consideration.


Your proposal must be valid for 90 days after submission. Submissions can be provided by electronic files in PDF format.


Marking of Proprietary/Confidential Information. Offerors shall properly mark and identify with a restrictive legend or information markings on pages of the proposal that contain Proprietary/confidential information.


For Offeror to be eligible for a subcontract award with the University and the U.S. Department of Energy (DOE), Offeror shall be registered with the System for Award Management (SAM), the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. There is NO fee to register for this site. Entities may register at no cost directly at the SAM website: https://www.sam.gov.


The resulting purchase order shall be performed in accordance with SLAC National Accelerator Laboratory's Terms and Conditions for Fixed Price Commercial Supplies and Services dated December 2016
