Wheelchair and Ambulatory Patient Transport Services for VA Nebraska-Western Iowa Health Care System.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
This is a solicitation conducted using FAR Part 13 Simplified Acquisition Procedures.
This solicitation is being issued as tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns. If award cannot be made, the solicitation will be cancelled and the requirement resolicited.
This announcement constitutes the only solicitation; quotes are being requested.
Solicitation number 36C26319Q0646 is issued as a request for quotes (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01.
Prospective offerors must be registered and current in the System for Award Management (SAM) database at at time of offer to the Government. Quotes will only be accepted from responsible contractors. The NAICS code for the solicitation is 485991 (Special Needs Transportation) with a size standard of $15 million.
Prospective SDVOSB and VOSB offerors shall also be verified and registered at Vet Biz at at time of offer to the Government.
A list of the contract line items, quantities, and units of measure are listed within the attached solicitation documentation.
The VA anticipates a single Indefinite Delivery Indefinite Quantity (IDIQ) contract award for all resources and labor necessary to complete above-referenced services for VA Nebraska-Western Iowa Health Care System, 4101 Woolworth Avenue, Omaha, NE 68105.
The period of performance is 09-01-2019 to 08-31-2024. Task orders will be issued against this IDIQ contract at the government s discretion based on continued need for services, Contractor performance, and availability of funds in a given fiscal year for task orders.
FAR provisions 52.212-1, 52.212-2, and 52.212-3 apply to this procurement and are detailed within the attached solicitation document.

The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.

Quotes are required to be emailed to prior to the solicitation closing date and time. It is the responsibility of the offeror to ensure their quote is received in its entirety by the Contracting Officer before the solicitation closing and follows the format contained in FAR 52.212-1 of solicitation.
