USDA, Natural Resources Conservation Service in Pennsylvania is planning to restore a wetland location in Conneaut Lake, Crawford County, Pennsylvania. Major items of work are as follows: Mobilization and Demobilization, Excavation, Earthfill, Silt Fence, Tree and Shrub Planting and Seeding. The duration of the contract is 86 calendar days from the Notice to Proceed. Any contract resulting from this solicitation will be a firm fixed price contract.

The North American Industry Classification (NAICS) for this acquisition is 237990 and the size standard is $36.5 million.


This solicitation is issued as a total Small Business Set-Aside. The magnitude of proposed construction is between $25,000 and $100,000.


A site visit will be held on July 15, 2019 at 12:00 PM at 13113 McCarthy Road, Conneaut Lake, PA 16316.


Quotes are due by 2:00 PM, July 29, 2019. Quotes shall be emailed to the Contracting Officer at gay.mullen@usda.gov. Please include the solicitation number in the subject line.


A Notice to Proceed is expected to be issued on or about August 12, 2019 with construction to begin within 10 days of issuance.


The Davis-Bacon Act Wage Determination No. PA190002 dated July 5, 2019 applies.


Notification of any changes to this solicitation (amendments) shall be made only to the internet. It is therefore the contractor's responsibility to check FBO daily for any posted changes to this solicitation.
