The purpose of this amendment 0002 is to update the bid submission instructions: The bid due date submission time has been changed from 16:00 Central Time to 16:00 Easter Time on 3/30/2018. For consideration, bids shall be submitted by the due date and time and will ONLY be accepted electronically via email to stephen.case@wdc.usda.gov. The email subject line shall be labeled: 124D9018B0004 CONTRACTOR NAME_BID RESPONSE. Bid package electronic requirements: Bid package submissions must be in a PDF format readable and compatible with Adobe Acrobat Pro DC version 2015.006.30417. The contractor is encouraged to call 919-873-2121 to confirm receipt. If participation is desired, the bid opening call in number is: 1-888-844-9904 participant access code: 8632791. The bid opening should begin shortly after 16:00 on the due date. The cut-off date and time for final questions is 3/26/2018 at 17:00. The purpose of this amendment is to update bid submission instructions, provide the sign-in sheet from the site visit held 3/13/18, provide questions and answers received, provide an updated map incorporating an increase of 60.3 acres of mechanical grubbing for a new total of 500 acres of mechanical grubbing, and to identify the Contracting Officer that will be taking over this solicitation and the resultant contract.

The contractor shall furnish all labor, materials, equipment and supervision required for the construction described.


The estimated value of this project is between $100,000.00 and $250,000.00.

The United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Contracting Services Branch (CSB) Team 4 intends to issue an Invitation for Bid (IFB) for Wetland Reserve Program (ACEP) Restoration Brush Management in Matagorda County, Texas.

The work consists of treating invasive woody species by mechanically grubbing on United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Wetlands Reserve Program (WRP) easements located in Matagorda County, Texas. In order to control invasive species such as huisache, mesquite, china berry, and Chinese tallow, grubbing using a tracked excavator with a grubbing attachment will be utilized according to NRCS standards and specifications on approximately 439.7 acres. Treatment will involve grubbing to a depth of 14" below ground level. Trees must be uprooted below the bud zone, and extracted plants will be left in place and not stacked.

The also work consists of treating invasive woody species with a broadcast application of herbicide on United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) Wetlands Reserve Program (WRP) easement located in Matagorda County, Texas. In order to control invasive species such as Macartney rose and Chinese tallowtree, a broadcast application of 1 gallon (2.5 lbs) of picloram and 2,4-D tank mix per acre will be utilized according to NRCS standards and specifications on approximately 62.6 acres.

In accordance with FAR 36.204, the estimated magnitude of the project is between $100,000 and $250,000. The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this NAICS is $36.5M. The Product Service Code is Z2QA.

This project is being solicited as an Invitation for Bid (IFB) using the sealed bidding procedures of FAR Part 14. The approximate start work date will be April 2018 or as soon as conditions allow, with a required completion date of September 30, 2018.
