The USDA NRCS Florida State Office is in need to have wetland delineation and determinations completed in accordance with the attached Statement of Work. This agreement will result in a per acre price per county (excluding Monroe) of wetland delineation and determination. On average the amount of wetland per farm tract is 35 acres.

The deliverables apply to on-site field investigations for Preliminary Technical Determinations for Wetland Conservation issued by Florida NRCS. All deliverables will be subject to Government review, and the contractor shall adjudicate all Government review comments at no additional costs.

Wetland determinations are conducted for USDA participants to maintain compliance with Wetland Provisions of the Food Security Act of 1985, as amended. These determinations are either requested by the participant by submitting the Highly Erodible Land and Wetland Conservation Certification form (AD-1026) at the local Farm Service Agency office, or they can be initiated directly by USDA via submittal of the NRCS Report of HELC and WC Compliance (Form FSA-569). The AD-1026 request or FSA-569 report is accompanied by relevant documentation gathered by the local NRCS personnel and then submitted to the NRCS Area or State Office to
review and record as a pending wetland determination request. Once the determination is conducted, a Preliminary Technical Determination (PTD) is sent to the participant outlining its results and the appeal rights afforded to the participant. Once received, the participant has 30 days to appeal the PTD. If notification of appeal is not submitted by the participant within the 30-day period, the PTD is then signed by NRCS and considered as an official certified wetland determination.
