The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from qualified Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically or Underutilized Business Zones (HUBZones), small businesses concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE.

Project Description: West Filter Building Valve Replacements, Washington Aqueduct Division, Washington, DC.
The solicitation will be for a construction contract and it will be advertised as an invitation for bid (IFB) in the $5M - $10M range. The specific work includes the replacement of approximately 110 large butterfly valves that range in size from the 18" to 84" diameter and outfitted with either new electric, hydraulic, and/or electrohydraulic valve actuators; providing electrical or hydraulic power for the actuators, replacement of flow measurement (i.e. venturi) devices, instruments, and controls; lead abatement and repainting of metal pipes; minor structural repairs and joint sealing of concrete walls. The North American Industry Classification System (NAICS) for this requirement is 237110 (Water and Sewer Line and Related Structures Construction) and Business Size Standard of $33.5 Million.
The Washington Aqueduct provides potable water to approximately one million people in the District of Columbia and Northern Virginia. As part of the water treatment and supply system, the Washington Aqueduct utilizes three parallel sand filtration systems, one of which is in the West Filter Building. The work involves coordinating the repair and replacement of equipment related to the filters within limited outage windows. The work is also located in a pipe gallery which is below grade within the building. In the pipe gallery, the piping work is to be performed at heights of 10 feet or more above the existing floor level. Hence, an experienced contractor with resources and expertise to handle the following project constraints is needed:

i. The piping and valves being replaced are utilized to produce drinking water for the Washington DC area. All material used in this project must be NSF 61 approved. The contractor shall ensure that no aspect of his work contaminants the existing potable water supply.
ii. The lead abatement will remove the existing paint down to bare metal and all paint fragments must be captured. Blasting media must also be captured and measures put in place to ensure they do not enter existing drains.
iii. Construction outages will be limited and time-constrained to ensure they do not adversely impact plant production needs. The Contractor will be required to have manpower and experience to install multiple valves in a single day.
iv. The Contractor will be required to provide lifting/lowering/rigging equipment to lower the material through floor hatches to the Pipe Gallery.
v. The Contractor will need experience in protecting surfaces, equipment, and property in the vicinity of the work.

Interested qualified Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), or Qualified Section 8(a) certified firms should submit a concise narrative and specific project examples of similar size and scope that demonstrate their specialized experience and technical competence in:


a) Performing contract administration tasks and planning for contingencies to maintain schedule completion dates.
b) Knowledge of quality control, scheduling, and safety procedures and documentation, similar to those typically utilized on USACE projects.
c) Management of multiple, parallel mechanical and pipe fitting crews on schedules with tight timelines
d) Coordination of work with production outages in an industrial environment.
e) NSF 61 and AWWA water disinfection standards and procedures.
f) Installation or rigging apparatus for lifting, lowering, and installing large diameter valves above ground level.
g) Installation of internal structural fiber repairs for large diameter pipes; including confined space procedures, ventilation, and controls for curing the repair in place.
h) Supply, installation, and removal of customized temporary water bulkheads in limited access space during shortened time frames; including the controls for leakage.
i) Installation of valves and piping sections in sizes of 30" or larger, to include their actuators, controls, and electrical systems.


Capability statements should include information and details of similar projects, to include contract value.


In addition please provide a letter from the surety regarding the potential Small Business General Contractor's maximum bonding capability for a single contract action total aggregate bonding capacity.
Narratives shall be no longer than ten pages. Email responses are preferred.
Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence.
Responses must include the Offerors' name, POC phone number, SAM information and email address.
