Weight Handling Equipment Testing and Inspection Services
USCG District 1


The Contractor shall perform all services described herein. These services include the inspecting, testing and reporting of the condition of various weight handling equipment at Coast Guard facilities across District 1, which includes Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, Connecticut, and parts of New York and New Jersey.


Base Scope of Work


The Contractor shall provide an inspector accredited by the U. S. Department of Labor to test, inspect, and report the condition of weight handling equipment in accordance with 29 CFR 1919. Per COMDTINST M11000.11B, weight handling equipment is defined as "any equipment used for lifting or moving loads to provide a mechanical advantage for lifting, moving, excavating, or placing materials. Examples of weight handling equipment are: cranes, derricks, hoists, gin poles, elevators, winch trucks, capstans, winches, and straddle carriers... Vehicles, hand trucks, and similar devices are exempt from load testing."
The Contractor shall provide all necessary transportation, labor, equipment, materials, weights, measures, testing materials, and perform all operations in conjunction with testing, inspecting, and reporting the condition of the equipment. The Contractor shall certify that each piece of equipment tested and inspected meets the requirements set by 29 CFR 1910.
The Contractor shall generate a report to the Coast Guard for each piece of equipment tested and inspected, and also a final report at the conclusion of the contract.



This synopsis is issued in accordance with FAR Parts 5, 13, and 19. This acquisition is a 100% Total Small Business set-aside. The applicable NAICS Code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a Small Business Size Standard of $7.5 Million.


The estimated cost range of this project is between $25,000 and $100,000.


The period of performance is date of award through 30 September 2019.


Solicitation packages will be available on or about 26 March 2019. The tentative date for receipt of quotations is scheduled for 25 April 2019 at 4:00 pm EST.


Quotations must be valid for a minimum of 30 days.
