1. Introduction

1.1. Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Request for Information (RFI) for informational and planning purposes only. Portsmouth Naval Shipyard's intent of this announcement is to identify interested contractors that could provide weight handler touch labor services.


2. Contractor Requirements:

2.1. The vendor shall provide qualified personnel capable of performing typical weight handler tasks. Typical tasks include:
 Plan, lay out, assemble, repair and install complex weight handling gear and various standing and running rigging.
 Select and attach hoisting gear from a crane hook to ships' or shipyard equipment, and pulling gear for lifting, moving and positioning heavy loads precisely
 Position and secure loads on trucks, trailers or railcars so they may be transported safely.
 Work as part of a crane team and direct cranes and similar equipment to move items in and out of drydocks, ships or buildings.
 Estimate sizes and weights of items to be lifted, considering factors such shape and location when using chain falls and crane hooks to move atypical items/components.
 Assist in docking and undocking evolutions by positioning and handling lines and tackle gear, if necessary.
 Manufacture and splice various wire and fiber rope items in the rigging loft.
 Perform weight handling tests on rigging gear, cranes and shop rigging equipment, if necessary.
2.2. Each person must have at least 3 years of rigging experience in a heavy industrial work environment such as shipbuilding or outfitting or commercial building construction.
2.3. Personnel shall have training and experience in:
 Hand signals for crane operation
 Sound practices for securing equipment for transport

3. Responses


3.1. Interested parties are requested to respond to this RFI with detailed information on any potential offers. Submissions shall be entered in PDF format and shall include:


 Company Name and contact information
 Contractor and Government Entity (CAGE) Code
 Trade Qualifications and Certifications, including any potential subcontracting arrangements or partnerships
 Previous contracts performed for similar scope of work
 Facilities Clearance documentation


3.2. Reponses to this RFI should reference N39040-17-T-00WH and shall be submitted electronically to Andrew Webber at andrew.s.webber@navy.mil Phone: (207) 438-4968 by close of business (4:00 EST) 07 April 2017. The requested information is for planning and market research purposes only and will not be publicly released. Again, this is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any.


4. Industry Discussions


4.1. Shipyard representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks.


5. Questions

Questions will be answered by posting answers to the Government Point of Entry - FBO.gov. The Government does not guarantee that questions received after 07 April 2017 will be answered.

7. Summary


7.1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide weight handler touch labor. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. In accordance with FAR 15.202e, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
