**** is inviting Requests for Proposals from individuals and companies to develop a fully functional website (including an intranet) for our organization.
The project involves creating a dynamic website with static content and video profiles highlighting DIVERSEcity and the work we do. We are looking for a contemporary design that involves the user in an innovative and engaging way. The look and feel of the website would follow the same design of printed collateral materials and brand recognition.
Objective of the Website
The website should have a number of functions:
• To provide and promote information primarily to business stakeholders, the public and other interested parties.
• To share information and best practices relating to diversity within the BC workplace focusing on the City of Surrey.
• To provide an option for online booking events.
• To provide clear web links to our partners and other appropriate sites.
• The ability to search the site and retrieve archived information.
Audience
The website needs to appeal to the general public, businesses and other stakeholders. It should portray an image of professionalism, friendliness (freshness), and approachability.
Design
The design should be user-friendly, uncluttered and reflect the branding of the organization. The home page will need to be modern, attractive, and dynamic so as to encourage repeat use.
Images and Video Clips
The website should make use of appropriate and attractive photography and facilitate the use of video clips where applicable. The range of attractive photographic images may include immigrants and partner organizations in a variety of settings to complement the text. The successful contractor must have access to a suitable and royalty-free photo library. Any images used would have to be guaranteed free of any copyright infringement.
Layout
The layout should be attractive, user friendly and easy to navigate, both through and between key subject areas. It should take the user no more than 3 clicks to find the information they require.
Top level pages should ideally fit to one screen and have a print friendly option for information based pages. If a menu bar is to be used, it should be easily understood to aid rather than complicate navigation. The website should have the option for adding or improving sections-pages or menu items via an in-house content management system.
Technical Points
• All web pages should download reasonably quickly for a typical standard speed broadband user.
• The website should be designed with Search Engine Optimization in mind, and we will seek the successful bidder’s advice on how to do this most efficiently.
• The contractor must provide the means of generating a range of statistics relating to usage of the website, for example the number of downloads, visits and page views the website is receiving per month.
• The website should be automatically backed up on a weekly basis. The process for, and expected duration of site restoration from backup should be stated.
• The site should be browser neutral (e.g. Explorer, Firefox, Safari, Opera etc.)
Website Maintenance
Project staff should be able to update as much of the site as possible.
E-bulletin
We wish to develop an e-bulletin template which can incorporate images and text to be generated by staff. Any e-bulletin system should allow individual recipients to modify their details, or to easily request their removal from the mailing list.
Tendering Procedure
In order for a bid to be considered, it must clearly indicate that it meets the following mandatory requirements. Bids which do not provide one or more of the following mandatories will not be evaluated.
• A minimum of three URLS of previous work.
• Details of the person/people who will undertake the work, focusing in particular on their experience and skills, and including any sub-contractors you propose to use.
• An accurate breakdown of all costs, itemizing all fees and/or expenses.
• A day and hourly rate for further website development work post-contract.
• Access to a royalty-free photo library.
• The contractor must provide a means of generating a range of statistics relating to usage of the website, for example the number of downloads, visits and page views the website is receiving per month.
• The bid must speak to how much access the project staff will have to update the website independently.
