The Organization is seeking proposals from Website Developers to redesign our current website and develop a portal.

The scope of the service for this proposal will include the following components; Consultants are not limited to the components presented and are encouraged to expand on the suggested components and approach. The scope of service is to include:

· Consult with staff to develop and document website upgrade requirements
· Review and optimize the current website architecture; source, select and organize information for inclusion
· Design website appearance, layout and flow and present different design options
· Create and optimize content for website using a variety of graphics or animation
· Implement interactive sales funnels and other social marketing strategies
· CMS (Content Management System). Two levels of CMS are needed in the new website: the first level is for JobStart’s administrative staff to post, update and/or modify the content, photos, newsletters (including PDF posting); the second level CMS is for JobStart’s IT team to update videos, flash animations, and make minor changes to the website, such as adding pages, linking buttons, etc.
· The new website is to be hosted in a Windows Web server. (In the near future the website will be linked to JobStart’s MIS data base which was created by VB and MS SQL.)
· Integrate the website with JobStart’s portal server to provide website users with online services, such as user account management, on line survey forms, service registration (workshop registration), job postings, the ability for JobStart to promote activities on 3 calendars, one for each JobStart location.
· Search engine capability and positioning in certain geographic areas, e.g. GTA
· Include links to social media sites such as Facebook, Twitter, etc. that allows users to post information on employment services
· Necessary staff training and site documentation should be included in any proposal, as well as the cost of occasional maintenance web site designer as required.

The successful proponent will meet the following criteria:

a) 3 years directly related work experience in the following:
· Web planning and organizing skills
· In-depth experience with HTML, DHTML, CSS
· Social Marketing strategy development and implementation
· Graphic designing software, such as Photoshop
· Expert in FrontPage or Dreamweaver
· SharePoint server
· Web development language, such as ASP, JavaScript, etc.
b) Knowledge of Flash animation would be considered an asset
c) Ability to apply web design principles and techniques to the creation and enhancement of integrated, complex websites
d) Ability to not only evaluate, but recommend and implement new and evolving website technologies
e) Provision of references outlining scope of work completed in similar projects
f) Cost for the work to be completed
g) Availability to meet JobStart’s time frame
h) Experience developing websites for non profit agencies
