SOURCES SOUGHT SYNOPSIS

The 773d Enterprise Sourcing Squadron (ESS), in support of the Office of the Air Force Surgeon General, is issuing this sources sought synopsis as a means of conducting market research to identify parties that have the capabilities to provide a web-based commercial sterile processing document management system for standardizing the processes for cleaning and sterilizing multiple types of instrumentation used in Air Force Military Treatment Facilities (MTFs).

At this time, the Government is aware of one vendor that can provide services. If market research conducted during this process reveals that no other vendors have interest or capabilities in the provision of this type of service, the Government may limit sources using a Limited Sources Justification based upon FAR 8.405-6(a)(1)(i)(B) that "only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized."

The Government is interested in hearing from all vendors that have a capable solution.

High Level Requirements Needed: (See attached PWS for further information)

● A web-based commercial sterile processing document management system ("database") for standardizing the processes for cleaning and sterilizing thousands of types of instrumentation used in Air Force Military Treatment Facilities (MTFs).

● Database shall store and update device manufacturer's instructions for use (IFU) for reprocessing and sterilizing instruments.


● Database shall be available for viewing via a username and password. A link to the database and IP-authentication shall be required for each U.S. Air Force Military Treatment Facility (MTF).


● Database shall be useable both OCONUS and CONUS at 76 MTFs.

Subscription Requirements:

1.1 Database shall have search features and a user-friendly interface. This service shall provide multiple, simultaneous access to the site via internet/world wide web. This service shall incorporate use of an internet browser, such as Explorer, Firefox, or Netscape to enable authorized users to retrieve manufacturers' IFU for reusable medical equipment that includes: surgical instruments, dental instruments, flexible endoscopes and other reusable medical equipment.

1.2 Ensure site is available (24/7x365) days a year excluding website maintenance requirements.

1.3 Provide a point of contact (POC) who will be responsible for the performance of the work. The point of contact will have full authority to act for the Contractor on all matters relating to the daily operation of this contract. The Contractor will designate this individual, in writing, to the Contracting Officer (CO) and the Government Program Manager (PM) before the contract start date.

1.4 Provide 24/7 customer technical support for this contract for assistance with technical problems accessing the site within 15 days of award.

1.5 Provide 30 days prior notice of accessibility unavailability resulting from upgrade or other electronic maintenance requirements. Notice will be accomplished by submission of an email to the Government Program Manager (PM) and by posting a notice to the website.

1.0 Surgical Instrument Database provides access online to manufacturers' instruction documents for decontamination, assembly, and sterilization of reusable instruments. A search engine provides multiple paths, i.e., general instrument name, manufacturer, product number etc., to all needed documents.

1.1 Dental Database provides access to sterilization and reprocessing documents for dental instruments and equipment, including surgical instrument IFU documents used in dental procedures and oral surgery. The database includes Safety Data Sheets (SDS) and Material Safety Data Sheets (MSDS) and Biologic Tissue Bank Registrations, Certifications and State Licenses.

1.2 Equipment Database provides access online to manufacturers' instruction documents for cleaning equipment outside of the sterile field, such as compression sleeves and pumps. A search engine provides multiple paths, i.e., general instrument name, manufacturer, product number etc., to all needed documents.

1.3 A username and password will be issued upon receipt of the purchase order for unlimited access for a one year period per facility.

1.4 Provide a monthly usage report to the Government PM or designated representative displaying the number of users and number of reviews accessed.

1.5 Provide 24/7 access to the website to authorized users via both Internet Protocol (IP) authentication and some form of token/key generation. For IP-based authentication, access should be granted for all Air Force Medical Support (AFMS) duty locations. The Government will supply a list of IP ranges for AFMS duty locations. As IP ranges are changed, an updated list will be provided, and the vendor should enable access from the new IP ranges within two (2) business days.
FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997)

(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

(b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.

(c) This RFI is issued for the purpose of: help the government find potential offerors and their size status, and determine a reasonable approach for the performance work state, and to find reasonable evaluation methods.

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred associated to this request for capability information.

If your organization has the potential capacity to perform these services, please provide a not-to-exceed two-page capability statement containing the following information:

1. The interested contractor's name, address, email address, phone number, DUNS number, and US Government Schedules/Contracts for which these services can be procured.
2. A link to the interested contractor's commercial database meeting the requirements.
3. Confirmation that the database is commercially available or deployable for commercial use by 09/1/2018.
4. A brief narrative describing the database features, how they align with the requirements listed above, a general description of the numbers and types of IFUs offered by the database, and a brief narrative describing user access and interface.

Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Notice by 1:00 PM (CDT) March 30, 2018.
