General Information

THIS IS A REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT ANNOUNCEMENT to conduct market research relative to a web-based balanced scorecard software requirement. This RFI announcement is NOT a Request for Proposal (RFP) and the Government is not committed to award a contract pursuant to this announcement. The information from this RFI is for planning purposes only and will assist the Government in planning its acquisition strategy and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract.


General Intent


The Air Force is looking to award a single contract to facilitate this requirement. This market research is being conducted to assist in determining the best acquisition strategy for the subject software. Any information regarding contract type, commercial practices, and specifications are requested and being considered for the development of the solicitation.


This announcement is targeted for all qualified businesses that can provide the product as stated in the product description; responses from all interested parties are appreciated and accepted.


Description


This is a requirement description of work for an organizational performance engineering application. The application should enable highly-productive and effective strategy management through a proven, secure, online delivery model. The performance engineering application shall provide an enterprise alignment framework for assisting an organization's management in focusing an entire enterprise on driving actions and allocating resources to achieve identified strategic goals and managing organizational alignment on an on-going basis. The enterprise strategy management framework provides managers with a tool to ensure that strategic goals are well supported by initiatives and strategic initiatives are focused to support identified objectives with minimal overlap of effort. The enterprise alignment framework also assists managers in defining leadership roles, responsibilities, and performance metrics.


•    The application shall provide a complete solution for designing and implementing organizational balanced scorecard with a manageable investment.
•    The application shall allow for better meeting management by enabling users to communicate their organizational strategy and identify the key performance drivers at all levels of an organization.
•    The application shall be designed top-down to serve the needs of the executive discussion flow and decision process.
•    The application shall be designed under the advisement of strategy management system experts who can support and augment the technology solution with training, consulting, and collaborative communities.


The application shall:


•    Clarify and deploy a balanced scorecard business strategy that is "execution ready"
•    Align organizations around the strategy to drive focus and alignment
•    Support performance measurements and data to make faster and better decisions
•    Create a permanent and robust process for managing strategy execution


The application shall support the strategy management concept with best practice libraries, and coaching modules to guide the rapid construction of the tailored system. The design area shall provide a simple interface of templates to add perspectives, themes, objectives, measures, initiatives, and milestones. The application map design feature shall allow drag and drop scorecard elements to create dynamic and meaningful strategy maps. This interface shall be well developed over many dozens of implementations. There shall be a dedicated application account manager who will support the organization throughout the implementation to ensure the organization is maximizing the tool's capabilities.


The application will provide AFMOA Director of Medical Logistics with the ability to manage organizational performance engineering and review the execution of its strategy in an easy-to-navigate, web-based reporting system.


A strategy review meeting view shall integrate all of the necessary information to conduct an effective strategic review and gain consensus on clear strategic decisions.


The application shall incorporate the necessary features to not only make the data collection process simple but to also make it sustainable. From the meeting view, managers and editors shall be able to directly edit their charts and performance reviews, allowing for quick and efficient management of strategic information.


Page layouts shall be directly exportable to PDF for offline review or dissemination. All of these functions can easily be performed by non-technical users.


Background


This requirement will support the Air Force Medical Service (AFMS) and includes users within Air Force Medical Operations Agency (AFMOA)/SGAL and AF Military Treatment Facilities (MTF). This requirement will provide unlimited online access for Air Force users to a web-based balanced scorecard software. The balanced scorecard will include an overall view of mission, vision, values, and objective statements. The system shall allow point and click capability to link to detailed information on objective definitions and identification of sponsors, owners, and managers. It shall also allow detailed viewing and editing of supporting key measures, initiatives, and milestones. This requirement provides the Air Force the most relevant and current version of the application, including the latest user administration management capabilities, and customer support by technical specialists.


AFMOA/SGAL has used Executive Strategy Manager (ESM) over the past nine (9) years. ESM Software Group, Inc. is the proprietary owner of the ESM web-based software application and the sole-source exclusive provider of ESM.


Information Requested


The 773d Enterprise Sourcing Squadron (773 ESS) is seeking responses to the questions listed below. Please provide your responses on company letterhead to the Point of Contact (POC) identified at the end of this RFI.


1.    Please provide your company's name, mailing address, Cage Code, Data Universal Numbering System (DUNS) identification number, Point of Contact (POC), telephone number and e-mail address. Please also provide the name of the company's Parent Company, if applicable.
2.    Please provide your business size status (i.e. 8(a) Business Development Small Business Certification, Historically Underutilized Business Zone (HUBZone), Woman- Owned Small Business (WOSB) or Service Disabled Veteran-Owned Small Business (SDCOSB), Small Business, Large Business, etc.) under NAICS 511210. *If you are under the 8(a) program, please identify when you graduate from the program.
3.    Given the product description, if you feel another NAICS code better fits this requirement, please identify that.
4.    Based on the product description, do you have enough information to provide an accurate proposal? If not, what additional information can the Government provide to assist you in creating a more accurate proposal?
5.    Identify any factors that likely contribute risk or uncertainty to developing a proposal for this proposed requirement. Please rate any factors you identify as either high or low regarding the degree of risk to the contractor. For the high risk drivers, please explain why the risk is high and suggest how the Government might mitigate or reduce this risk.
6.    Do any components of the product description conflict with standard industry practice? If so, please describe.
7.    Would your company be interested in participating in this requirement?
