The State of New Hampshire acting through the Office of Information Technology (OIT) for the benefit of the New Hampshire Department of Labor (NHDOL) is releasing this Request for Proposal (RFP) to procure web site support and development services. The State is seeking to augment its current staff in supporting and enhancing the NHDOL web site. The NHDOL web site has been developed over the past five (5) years through an outside vendor under a contract that expired in June of 2005. The site has been supported and administered primarily by the NHDOL Web Administrator, a state employee assigned specifically as the NHDOL Web Administrator for this site. This NHDOL Web Administrator is currently the first line of support for the site and we expect this to continue even when this new contract is in place. The NHDOL has always procured its support on an hourly used basis, but we are interested in reviewing and evaluating "Help Desk" packages through this contract. Development projects have been placed on hold while in transition between these outside vendor support and development contracts, but we expect to resume all levels of development projects once a new contract is in place. We expect minor enhancement projects to be developed by State staff with support from the contracted vendor. We expect major enhancements to be developed by the contracted vendor with oversight involvement by State staff. Knowledge transfer to State staff will be required on each project to enable the State to continue its role as the first line of support. In summary we are seeking a vendor to provide support to the NHDOL Web Administrator and development services on a project-by-project basis. This support may come in the form of a "Help Desk" package, or on an hourly charge basis or a combination of both. Development services will be comprised of individual deliverables in the form of projects for new applications or modifications to existing applications. For each major project a statement of work will be generated and a not to exceed price will be provided by the vendor for acceptance by the State. For minor contracts where State resources will be used to for development, support effort by the vendor on these projects can be compensated on an hourly used basis.
