This RFP is intended to procure a web content management system best suited for the County’s
needs. To achieve our goal of providing a “Best-in-Class” website for our customers, it is
necessary to evaluate the County’s current web creation and maintenance process. The County
currently does not have a formalized content management process. Departments manage their
web content using various methods and software tools with disparate coordination. Our existing
web environment lacks consistent standards in workflow, technology, functionality, taxonomy,
and appearance. As the County’s web revitalization efforts begin to develop standards, we need a
content management system to facilitate implementation. Initially, the County plans to address
the public facing Internet site and address the intranet later.
The County is seeking a robust, database-driven web content management system (CMS)
solution that will support effective publication of web content. The CMS solution must be easy to
use by staff with no knowledge of HTML. It must be able to track content and support action
dates (begin date, review date, archive date, end date). The CMS must provide “review and
approval” workflows, and granularity of access and function based on user permissions. CMS
administrators must be able to quickly publish pages, sub-sites or the entire site, and easily
manage user accounts, permissions and workflows.
The predominant needs to be addressed in building and maintaining our successful website can be
categorized as website content organization, consistent appearance and functionality, and
streamlined workflow. Our research indicates web content management solutions exist that will
address each of these needs.
The development and presentation of Pima County’s website currently involves multiple
languages and server-side applications such as HTML, ASP, .NET, PHP, ColdFusion, and SQL
Server. Our plan is to keep new platforms, applications and development within the County’s
current standards and knowledge base wherever possible and beneficial. It is important that
existing development and applications either be fully supported within the CMS or can continue
to fully function until they can be re-developed to integrate into the CMS at a later date.
