Westchester County is seeking proposals from qualified vendors for the purchase and implementation of a Web content management system (hereinafter referred to as CMS). The selected firm will be responsible for providing off-the-shelf Web content management software, implementation services, training, and ongoing maintenance/support for the proposed system.

The Countys goal is to implement a feature-rich, but user-friendly CMS in support of its Web site redesign efforts. The product will be used by upwards of 100 web content editors/contributors in over 35 departments to manage a site that currently consists of 18,279 HTML pages. Future plans include expanding E-Commerce applications.

Currently, the County has one main Internet Web site which consists of 80 sub-Web sites under http://www.westchestergov.com, which includes secured socket Extranets and Geographic Information Systems (GIS) with interactive mapping applications that have been developed using ESRI's ArcIMS 4.0.1 software. The County also has one main Intranet and 5 sub-Intranet sites. Front Page 2000 and 2003 is the Countys primary HTML editor.

It is critical that the proposed CMS assures greater consistency in the Countys Web site design and navigation, quality controls throughout the publishing process, and a centralized repository for Web pages. Further, the proposed CMS must be easily accessible to non-technical staff with no knowledge of HTML markup language. The specifications described herein provide comprehensive information about additional required features.

Respondents should be aware that the County is seeking proposals for low to mid-priced CMS solutions. Therefore, proposals for the initial license and training should preferably not exceed $100,000. This amount does not include maintenance beyond the first year. The proposal should also include the cost or rate for maintenance beyond the first year on a fixed cost basis for up to three (3) years following the expiration of the one (1) year warranty.
