7 Feb 19: The Draft request for proposal is posted.



Although there are some gaps to fill and changes that will have to be completed prior to the final RFP release, these documents are available for prospective offerors:

    For the overall IDIQ:
    - Standard Form 33 which includes the CLINs, provisions, and clauses.
    - Section L Instructions to Offerors
    - Section M Evaluation Factors
    - Multiple Section J Attachments and Exhibits


    For the initial Sustainment Task Order:
    - Section B CLIN structure
    - Anticipated clauses
    - Performance Work Statement


    For the Cloud Analysis and Forecast (CAF) Development and Integration:

25 Jan 19: The current draft schedule of events for the next few months:




Industry Day for TADS is currently planned for 25 February 2019.  Presentation will begin at 8:30am.  Due to space constraints at the venue, please limit attendance to 3 people per company.


One-on-One meetings will be available starting the afternoon of 25 February through 1 March.  Please limit one-on-one meeting attendance to 5 people per company.


The presentations and all one-on-one meetings will be held at the Bellevue Public Schools (BPS) Support Center, 2820 Arboretum Drive, Bellevue, NE 68005


If you plan on attending, please email the Program Manager, Mr. Alex Mueller (alexander.mueller.2@us.af.mil) and the Contracting Officer, Mr. Justin Pedersen (justin.pedersen.3@us.af.mil) with the following information:
    A) name of your company
    B) number of attendees
    C) if you are requesting a one-on-one meeting

5 Nov 18: Although we have continued to make progress on building multiple documents for the RFP, the Government is not ready for a December 2018 Industry Day #2 to effectively present the solicitation requirements.

Industry Day #2 will occur at a date no earlier than 15 January 2019.  The actual date is yet to be determined.

11 Oct 18: A slide deck for today's teleconference is attached.

5 Oct 18: I plan to hold a short conference call on 11 October 2018 at 2pm Central Time to present a quick update on the current status and path ahead.  The dial-in number is (605) 472-5311, access code 260237.  This conference call will be recorded.

11 Sep 18: the Government team is working on building the initial bidder's library; all artifacts are expected to be unclassified.

To request a copy of the documents need to send an email to Mr. Justin Pedersen at justin.pedersen.3@us.af.mil with the name, email address, and phone number for the individual responsible for receipt.

27 Aug 18: the current plan is for Acquisition Strategy approval on/arround
the first half of October.

The strategy has been revised in several aspecs:
1) expecting a 5-year ordering period on the IDIQ which will equate to a maximum of 7 years of performance.
2) the reduced length results in an expected IDIQ value of $600 million to $700 million
3) although Air Force weather still has a long-term goal of migrating to a 'cloud' environment, we are not sufficiently prepared to include a cloud migration task order on the TADS competition.

Currently, we are tentatively expecting Industry Day #2 to occur in December 2018.

25 Apr 18: An initial set of questions and answers is posted.  We are continuing to work on the remaining questions.

20 Apr 18:  The Government team is continuing to diligently work on providing the written answers after the industry day. This is taking more time that previously anticipated because there are more than 180 separate questions.

Concurrently, we are making progress on multiple documents and artifacts required to support the acquisition strategy.  The current focus is on completing the PWS and building the initial bidder's library.

For those folks that do not have a DoD ID card and need access to Offutt AFB, please provide your information for inclusion on the Entry Access List by close of business on 5 March 2018.

25 Jan 18:  An Industry Day is currently planned for 20 March 2018. The event is scheduled to take place at the Air Force Weather Auditorium, 101 Nelson Drive, Offutt AFB, NE.

30-minute one-on-one meetings between interested parties and the Government are available 21-23 March.  Contractors will be limited to 3 personnel or fewer per one-on-one meeting.

All interested parties are requested to email Mr. Justin Pedersen, justin.pedersen.3@us.af.mil, with the following information:
1) Company Name
2) State whether you need access to Offutt AFB or if you already have a DoD identification card that provides access
3) If you are also requesting a one-on-one meeting

6 July 2017: Due to scheduling conflicts, the Industry Day is postponed until 26 July 2017.  The event is scheduled to take place at the Air Force Weather Auditorium, 101 Nelson Drive, Offutt AFB, NE.

30-minute one-on-one meetings between interested parties and the Government are vailable starting the afternoon of 26 July.

16 Jun 17: An Industry Day followed by one-on-one meetings with contractors is being planned for 24 July 2017.  The briefings are currently expected to take place at the Air Force Weather Auditorium, 101 Nelson Drive, Offutt AFB, NE.

1. This is a Sources Sought synopsis being conducted pursuant to FAR Part 10, Market Research. This is for planning purposes only and there is no solicitation available at this time.

2. The 55th Contracting Squadron at Offutt Air Force Base, Nebraska, seeks information about potential sources to perform systems engineering, management and sustainment services for integration, modification, and system support to the Air Force and Air Force Weather (AFW). This is an initial step in the planning process for the Systems Engineering, Management and Sustainment (SEMS) IV, which is a follow-on acquisition to the SEMS III contract which is anticipated to end 31 July 2019.

3. This information will only be used for market research purposes and will not be used for proposal evaluation. All information received will be protected and safeguarded as ACQUISITION/SOURCE SELECTION SENSITIVE in accordance with FAR Part 2.101 and 3.104. This sources sought synopsis should not be construed as a commitment by the Government for any purpose, nor does it restrict the Government to an ultimate acquisition approach. Any information provided as a result of this sources sought synopsis is voluntary and the Government will not pay for any information submitted. There is no solicitation available at this time. Requests for a solicitation will not receive a response. To support contractor teaming and/or subcontracting arrangements a list of contractors responding to this synopsis may be posted when available.
