The US ARMY ARDEC, Picatinny NJ is seeking information on Weapon Research, Research Development, Weapon System Fabrication and Administration support for the Army Armament and Small Arms weapon systems programs. The desired support shall include Research and Development of weapon system programs, Research and Development of digital fire control programs, lethal and non-lethal design program support, subject matter experts and weapon system fabrication and program and/or project support. The company must have a Secret Security Clearance and the ability to deliver all requirement ranges of capabilities for the following areas: Weapons Research Technical Support Requirements, Design Support Services, and Support Services.

Weapons Research Technical Support includes but is not limited to: (1) Engineering Drawings - The contractor shall prepare engineering drawings to document component designs. The contractor shall prepare illustrations and animations of parts and assemblies based upon inputs from design and analytical computer programs, (2) Information Technology - Contractor shall provide support for the development of software and other computer related activities to support development, data management, information assurance, information security, and desktop support, (3) Engineering Analyses - contractor shall perform engineering analysis to diagnose and trouble-shoot problems, and to perform failure analyses. This can include stress analysis, tolerance studies, material evaluation, strength of design, fault tree and root cause analysis, (4) Quality System - Contractor shall be capable of applying a quality system using ANSI-ASQC 9002 for manufactured parts, (5) Project Management - contractor shall support the required programmatic management which can include planning, executing, tracking and reporting tasks, (6) System Engineering - Contractor shall support the development, maintenance, and improvement of the System Engineering (SE) Organization Standard Process (OSP). Contractor shall support the development, collection, and analysis of metrics to assess the value-added of OSP documents, (7) Materials and Metallurgical Testing, (8) Evaluation Support - Contractor shall perform engineering or technical analyses of problems associated with the design, development and fielding of an armament system, (9) Program Support - Contractor shall provide technical and programmatic support to ARDEC, (10) Fielding Support - contractor shall support site verification visits, fielding, and training, (11) Quality Engineering - Contractor shall provide support for statistical information quality improvement by identifying testing methods and samples. This includes, but not limited to: analyzing information, reporting research results, developing standards, and managing processes, and (12) Training - Contractor shall develop training materials and provide training in the operation and use of developed items, (13) Management Support Services - Contractor shall provide support for engineering or technical support, assistance, advice, or training. This includes but limited to: studies, data collection, logistics management, and budgeting and accounting outcomes.


Design Support Services includes, but is not limited to: (1) Design of Digital and Analog Circuits - Contractor shall support design of digital and analog circuits; including schematics, circuit analyses, preparation of breadboards, electrical testing and evaluation of performance, and (2) Design, Build & Test of Hardware - contractor shall design and build specialized test hardware and equipment and special assembly equipment; including support or conduct hardware tests.


Support Services includes, but is not limited to: (1) Asset Management - Contractor shall investigate and recommend the methodology and process for monitoring the status of hardware and systems, maintain a data base of these assets, and provide means for quickly and accurately verifying the status and location of these assets, (2) Data Management - Contractor shall develop processes for tracking and forecasting tasks results, (3) Administrative Assistance - Contractor shall provide administrative assistance to include visitor communication and conference arrangement, schedule activities, schedule conference rooms, participate in formal and informal work groups, support or execute special work projects and events, (4) Cost Analysis & Cost Estimating - perform cost analysis and lifecycle cost estimating, and (5) Technical Writing - Contractor shall be tasked with technical writing and have specific knowledge of government DoD and US Army Publication Standards and Processes and electronic publishing for Technical Manuals, Technical Bulletins, Interactive Electronic Technical Manuals and more.
