***Due to Hurricane Michael and additional questions that the Government has received, the due date for proposals in response to this soliciation has been extended by one week to 2PM Central Time on 24 October 2018.  The Government anticipates providing answers to the remaining questions and amending the RFP to reflect the updated due date by 17 October 2018.  If offerors have any additional questions, the Government requests submission of the questions no later than 15 October 2018.***




1. This is the Official Request for Proposal (RFP) for the Weapon Planning Software (WPS) acquisition effort, RFP Number FA8681-18-R-0006. The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Armament Directorate, Direct Attack Division plans to award an Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for the development, enhancement, and support of the WPS suite, which is a Common Component (CC) within the Joint Mission Planning System (JMPS) architecture. 

2. This RFP supersedes all Draft documentation and previous Questions and Answers concerning this solicitation. Please read the Official RFP in its entirety, and respond in accordance with the RFP. Please note the following as highlighted updates (not all inclusive) from the previous drafts:

a. Section J, Attachment 12 - Section L paragraph L-5.7.4.1 has updated hours for scoping CLIN 0200.


b. Section J, Attachment 13 - Section M paragraph M-1.1.3 updates the relative importance for Subfactors 1, 2, and 3 within Factor 1. 


c. The export controlled requirements and compliance documents have been substantially updated for the official RFP. The Government recommends offerors request copies of these documents immediately. See Section J, Attachment 12 - Section L Paragraph L-1.1.7 for instructions and required timeline for submitting the request.

 

3. Proposals submitted in response to the RFP shall be submitted no later than 2:00 PM CST on 17 October 2018.


4. This acquisition will be full and open competition. The NAICS associated with this notice/requirement is 511210, Software Publishers, with PSC 7010, Information Technology Equipment System Configuration.


5. Note: FAR 52.232-18 Availability of Funds is in effect. Notice to Offeror: Funds are not presently available for this effort. No award will be made under this Solicitation until funds are available. The Government reserves the right to cancel this Solicitation, either before or after the closing date. In the event the Government cancels this Solicitation, the Government has no obligation to reimburse offerors for any costs.


6. Participation by Foreign Firms: Participation is limited to those firms registered in JCP and SAM. In accordance with (IAW) the National Industrial Security Program Operating Manual (NISPOM), foreign firms or U.S. companies determined to be under Foreign Ownership, Control, or Influence (FOCI) will not be permitted to participate. The offeror shall provide substantiation that the offeror is not under FOCI.


7. If anything in this description contradicts anything in the RFP package, the RFP package takes precedence.
