The Federal Aviation Administration (FAA) Southern Region, Eastern Acquisition, (AAQ-5A0), College Park, GA is issuing Screening Information Request (SIR) Number 697DCK-19-R-00352, Water Treatment Services for the Chicago Air Route Traffic Control Center (ARTCC) in Aurora, IL, as detailed in the Statement of Work attached to the Solicitation in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice.


REQUEST FOR INFORMATION
All questions shall be addressed to the Contract Specialist in writing at alicia.prince@faa.gov AND the Contracting Officer at harry.lutz@faa.gov. Any questions regarding this SIR/RFP must be received no later than May 24, 2019 at 3:00 PM EST. All correspondences shall contain the SIR # in the subject line. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED.

SITE VISIT
The FAA urges and expects offerors to inspect the site where the work will be performed. Site visit will be conducted, as specified in this solicitation (page 5).
THE SITE VISIT TIME IS THE LOCAL TIME AT THE SITE. Please provide Alicia Prince at alicia.prince@faa.gov AND the Contracting Officer at harry.lutz@faa.gov with a list of attendees at least one day prior to the appointed time. The on-site POC for the site visit is Shawn Lockhart (630-405-7985). Information provided at this site visit, as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. ATTENDANCE AT SITE VISIT IS STRONGLY ENCOURAGED.

NOTE: Electronic submission is preferred. The electronic submission should be in either Microsoft WORD format or portable document format (PDF), not in a zipped format. Please note that the FAA e-mail server restricts file size to 10MB per email message, therefore, responses may have to be submitted in more than one e-mail in order to be received.

No individual notification of any amendments will be provided. It is the Offeror's responsibility to visit this website frequently for updates on this procurement. All questions shall be addressed to the Contracting Officer in writing.

Potential offeror should note that the FAA reserves the right to communicate with one or more offerors at any time during the solicitation process.

NOTICE TO OFFERORS: The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act, signed into law by President Clinton on November 15, 1995. Some of the exemptions include the Federal Acquisition Streamlining Act of 1994, the Small Business Act, the Competition in Contracting Act, and the Federal Acquisition Regulations. The FAAbs new Acquisition Management System (AMS) became effective on April 1, 1996 and applies to this requirement.

NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
