The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to EMD Millipore Corporation upon the basis of the authority provided at FAR 13.106-1(b).


The ERDC-CRREL's Biogeochemical Sciences Branch (TCSB) in Fairbanks, has a requirement for a Milli-Q IQ 7000 Type I Water Purification System, peripheral accessories and remote installation in their Alaska facilities as follows:


­ Output Flow: at least 2L/min
­ Daily Output: 15L
­ TOC: <5ppb ; TOC monitoring
­ Large touch screen for ease of use (5" or greater)
­ Variable flow control up to 2L/min
­ RNase: <1pg/ml
­ DNase: <5pg/ml
­ Ability for future upgrades for Elemental Analysis (ppt level water)
­ Particles: <1/ml
­ Mercury free UV lamps
­ Long lasting purification cartridges (>1yr lifetime)
­ Ability to add up to 4 remote dispensing units
­ Ability to upgrade to hands free (foot switch) dispensing
­ Automatic recirculation and dispensing for cartridge maintenance during long periods   of non-operation
­ All units must come with one full set of replacement consumables
­ Must have interchangeable parts with the units located in CRREL Hanover, NH and Anchorage, AK for ease of use and leveraging of previously purchased EMD-Millipore's Milli-Q IQ 7000


EMD Millipore Corporation has been identified as the only company able to distribute and more importantly install their products while maintaining all equipment and installation warranties. The water purification system must be interoperable with CRREL's existing Milli-Q IQ 7000 Type I Water Purification System and provide interchangeable parts with CRREL's existing IQ 7000 Type I units located in Hanover, NH and Anchorage, AK for ease of use and leveraging. EMD Millipore maintains proprietary rights to the Milli-Q IQ 7000 Type I system and peripheral accessories necessary to fulfill the Government's requirement; continuity between equipment is vital to preserve the validity of warranty and ensure successful operations.


The associated North American Industry Classification System (NAICS) code is 33318, which has a size standard of 1,000 employees.


This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy.

Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.


Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
