The Consumer Product Safety Commission (CPSC), Division of Information Technology intends to procure services for the WatchDox Software, Licenses and Support Services Application, with a performance period of September 8, 2016 through September 7, 2017. This a a combined synopsis/solicitation for commercial services in accordance with Federal Acquisition Requlations (FAR) Subpart 12.6 supplemental with additional information included in the notice. This is a firm-fixed price type contract and will be solicited as a Request for Quotation (RFQ) CPSC-Q-16-0093. This announcement constitutes the only solictation; offers are being requested and a written solicitation will not be issued. It is the responsibility of the interested parties to monitor FedBizOps for any amendments to this request for quotation. All quotes must be valid through September 30, 2016. The date and time for submission of quotes shall be received no later than 3:00 p.m. Eastern Standard Time, September 1, 2016. This is a total small business set-aside. Quotes and any other support documents to be submitted in response to this solicitation shall be emailed to rsmith@cpsc.gov. Please reference the RFQ number (CPSC-Q-16-0093) on all documents. The Government anticipants that the requirement will fall under NAICS code 541519 and small business size standard is $27.5M. All interested parties must be registered and current in System for Award Management (www.sam.gov) to be considered.
The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. In addition to the requirements of FAR 52.212-1, the quote must prominently display the offeror's Taxpayer Identification number, CAGE code and DUNS number, as well as contact information for the offeror's point of contact for the quote. The quote shall be submitted via email to the Contract Specialist at csterba@cpsc.gov with two separate attachments, one for the technical response and one for price. No pricing information shall be included in the technical submission. Please use the attached pricing template to prepare a price quote - pricing shall be offered on a variable level according to the number of sites funded for testing in each option period.
The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition, and the evaluation criteria to be included in paragraph (a) of that provision are as follows: The evaluation will be the lowest price, technically acceptable.
