SOURCES SOUGHT NOTICE
Waste to Energy (WTE) System

The US Army Engineering Research and Development Center (ERDC) is conducting a market survey of providers of technologies for Waste to Energy (WTE) capabilities and solutions for military sites.


This is a Sources Sought Notice (SSN). This SSN is being issued for market research purposes ONLY to identify potential sources, and is not a request for competitive proposals or quotes. Therefore, responses to this notice are not considered offers or quotes and cannot be accepted by the Government to form a binding contract. Companies that respond will not be paid for the information submitted. No telephone calls requesting a bid package or solicitation will be accepted. There is no bid package or solicitation. Please do not submit any classified information.


1. BACKGROUND
ERDC laboratories are exploring technologies, tools and processes for more standardized, efficient and economical disposal of Municipal Solid Waste (MSW) on Naval installations. This SSN intends to capture, via a market survey approach, industry's current capabilities and constraints to small/medium scale mobile WTE conversion systems.


The purpose of this SSN is to identify existing technologies and operational WTE conversion systems that are capable of:


1. Waste Processing


• Small technologies for close to 1 ton per day processing; And medium technologies for close to 10 tons per day processing
• Processing of multiple types of MSW generated from Naval installations (including plastics #1-7, metals and organics)
• Processing of shipboard waste generated from plastic waste processor disks (PWP) which are 20-inch diameter disks that weigh between 10 lb. - 30 lb. (50% plastic, 28% paper, 4% aluminum, 5% cloths, 5% food, 3% steel, 5% other, and contain a mixture of PET, HDPE, LDPE, PP and PS types of plastics)
• Processing of wet waste (food, soiled paper) in combination with dry waste as stated above
• Demonstrated experience segregating/removing waste materials to achieve required waste stream characteristics (waste recipes will be provided)


2. Personnel


• Operable by personnel having a maximum of eight (8) hours training


3. Equipment


• Test/monitor equipment and controls to characterize and quantify emissions, and ash/residue for proper disposal
• Measuring and quantifying standard operational parameters to demonstrate successful and repeatable performance of the system and its critical subsystems
• Technology/system with commercial status (demonstrated maturity)
• Capable of continuous and batch operation
• Efficient warm-up and cool-down times for optimum operations

4. Environmental Considerations


• Achieving positive environmental impact(s)
• Successfully navigating permitting pathways that reduce time, variability and costs for conducting a 14 day demonstration at a Naval installation. It is anticipated that this demonstration will begin before the end of the current fiscal year (FY20).
• Experience with sampling and analysis
• Disclose measurement of technology emissions and the waste that was processed during the time measurement was taken
• Demonstrated experience in acquiring permits for operating technology


5. Business Case

• Ability to achieve partnerships and satisfy/maintain agreements for the transmission, sale and/or usage of generated byproducts (i.e. electricity, fuel, water, and caustics)


6. Mobility


• Can be transported for onsite set-up at a Naval installation
• Disclose shipping limitations (e.g. weight, volume, footprint/space claim) for mobility/deployment, onsite set-up at a Naval installation and demobilization times


It is anticipated that the submissions received will reflect the best available mature technologies and operational systems from those companies and/or research entities that are knowledgeable and have demonstrated ability to successfully achieve small to medium scale treatment of MSW.


Some additional parameters, characteristics and general requirements sought by ERDC, via this SSN, are provided below.


• If process requires shredding and mixing of feedstocks, describe it
• Disclose weight percent of technology feedstock components already tested
• Disclose water content of technology feedstock already tested
• Provide business case scenario(s), including cost/benefit analysis, that consider all aspects of operations
• Disclose number and skill of personnel required to operate technology


2. SUBMISSION FORMAT


Submissions should address these concepts and issues within the 9 Areas of Interest (AOI) identified in Section 2.B (Technology/System Technical Description) below. ERDC will analyze the submittals received to inform acquisition strategy going forward.


Respondents to this SSN are encouraged to be as succinct as possible, while also providing actionable insight. Responses shall be in MS Word or Adobe PDF format. Responses of ten (10) pages or less will be considered. Respondents are responsible for clearly identifying proprietary information. Responses containing proprietary information must have each page containing such information clearly marked with a label such as "Proprietary" or "Company Proprietary." DO NOT INCLUDE ANY CLASSIFIED INFORMATION IN THE SSN RESPONSE. The following format shall be used for all submissions :

3. SUBMISSION INSTRUCTIONS


All responses to this SSN must be emailed to CERL-CT-QUOTES@usace.army.mil. The subject line of the email must read "WTE System Source Sought Response." Responses will be accepted any time from the publication of this SSN until 4:00 PM (Central Standard Time) on 31 December 2019.
4. ELIGIBILITY


ERDC invites responses from all those engaged in related research activities and appreciates responses from all capable and qualified sources including, but not limited to, universities, university-affiliated research centers (UARCs), Federally-Funded Research and Development Centers (FFRDCs), private or public companies and Government research laboratories.

5. DISCLAIMERS AND IMPORTANT NOTES

• Responses do not bind ERDC to any further actions related to this topic including requesting follow-on proposals from respondents to this SSN.
• Submission is voluntary and is not required to propose to any subsequent solicitation (if any) on this topic.
• ERDC will not provide reimbursement for costs incurred in responding to this SSN.
