Warm Waste Evaporation Pond Cleaning at the Advanced Test Reactor Complex 

Battelle Energy Alliance, LLC, management & operating contractor of the Idaho National Laboratory for the U.S. Department of Energy, is seeking Expressions of Interest from suitably qualified companies to support the removal of all radioactively contaminated sludge and resin materials out of the east evaporation pond (Pond #2) and collect it into geotextile dewatering bags (or other approved containment). Once filled, place bags/containers into designated areas to allow dewatering. Once dewatering is complete, place into interim storage containers for later transportation and final disposal by others.


Total amount of sludge to be collected has been calculated to be between 427 cu. yds. and 855 cu. yds.


Subcontractor shall be responsible for the development and submittal of a sludge removal plan that identifies all equipment to be used, pumping and collection methods, collection bag/container specifications, dewatering method(s) for achieving <1 % free liquids, storage methods required for interim storage awaiting placement into the final shipping containers and transportation to the final disposal site.


With radioactive contamination present in the pond sludge, there are financial and environmental risks associated with damaging the existing liner during retrieval operations or dewatering activities.


Only companies that meet all submittal requirements described below should respond to this Expression of Interest.


Submittal Requirements:


1. Submittals from both small and large businesses will be evaluated.


2. Submittals must be brief (10 pages or less).


3. Submittal content must include, but is not limited to:


• Overview of the company including name, phone number, and e-mail address of a representative who can be contacted regarding this Expression of Interest.
• Description of experience and qualifications for successfully performing all the scope of work described above.
• Description of projects valued over $50,000 completed in the last two years that fall within one of the following categories: Hazardous, radioactive, or industrial waste management. Provide references and contacts.



Submittals are due by 5:00 MDT on March 22, 2018.
